The C4::Category->all method must return fields from the categories
table only.
Without this patch, there is 2 "categorycode" values, the second one is
sometimes undef (if no branch limitation).
same for the GetBorrowercategoryList routine (some category codes are
undefined)

Problems fixed by this patch include:
- on patron search result list the category description is shown again
- it's possible to limit a patron search to a patron category again

In a librairies network, we would like to declare specific values just
for one (or more) library.
Here we implement the ability to associate categories, patron attributes
types and/or authorised_values with librairies (branches).
This patch adds 3 new association tables:
- categories_branches ( association table between categories and branches )
- authorised_values_branches ( association table between
authorised_values and branches )
- borrower_attribute_types_branches (association table between
borrower_attribute_types and branches )
Plan test:
- Create (or modify) categories, patron attributes and
authorised_values and link it with one (or more) library.
- Set one of these librairies
- Go to one of the multiple pages where this specific value must be displayed
and check that it does appear.
- Set a library not concerned.
- Check on the same pages this value is doest not appear.

C4::Category module returns badly encoded patron categories when they are
containing non pure-ASCII characters.
To reproduce this bug:
- Go in Administration > Patron Categories
- Add a new category. Give it this code for example:
Café
- Click on Patrons link on top menu
- Click on New button
=> You get 'Café' displayed without accent

- C4::Letters:EnqueueLetter() is aware of new fields in message_queue table
- C4::Circulation::SendCirculationAlert() actually works
- C4::Category cleanup
- C4::ItemType cleanup
- C4::Message is a new module.
It presents yet another way to interact with the message_queue.
You can now take messages that have already been queued and modify
their contents before they're sent out.

- an all() method to return all the categories as a list
* C4::ItemType
- itemtypes as objects
- an all() method to return all the item types as a list
* C4::ItemCirculationAlertPreference
- wrapper around the item_circulation_alert_preference table
- create() and delete() methods for easy manipulation of the preferences
- I regret giving it such a long name.
- The item_type column should've been named itemtype to make it
more similar to pre-existing tables. Oh well.
(C4::Category and C4::ItemType were made so that I wouldn't have to
write SQL inside my CGI scripts.
Their main purpose is to provide an easy way to get a list of
patron categories and item types.
Do not be fooled by the amount of POD.
There's actually very little code in these modules.)
