The 'borrower' should not be used anymore, especially for new code.
This patch move files and rename variables newly pushed (i.e. in the Koha
namespace).
Test plan:
1/
git grep Koha::Borrower
should not return code in use.
2/
Prove the different modified test files
3/ Do some clicks in the member^Wpatron module to be sure there is not
an obvious error.

QA Follow-up
QA fixes - wording and trailing whitespaces
Simplify the category list
Basically we have 3 lists of categories:
1/ The full one, in the DB
2/ The one we want and list with --category
3/ The one we don't want and list with --skip-category
The list of categories to process is:
* 1 if none --category or --skip-category options are provided
* 2 if --category is provided
* 1 - 3 if --skip-category is provided
(follow-up) Make --category and --skip-category case insensitive
"my" variable $borrower_category masks earlier declaration in same scope
"my" variable $skip_borrower_category masks earlier declaration in same scope

The charge with the replacement price will only be made if the charge
parameter matches the lost value. The given example is faulty (as well
as some of the code, as it appears ;)

Patch to follow that adds 3 new system preferences to control the
parameters for the longoverdue script.
New prefs are DefaultLongOverdueChargeValue, DefaultLongOverdueLostValue
and DefaultLongOverdueDays.
These preferences are used when you call the longoverdue.pl script without
their parameters.

This patch adds functionality to forgive overdue fine when an item is
set to lost status. Fines are forgiven only when the syspref
WhenLostForgiveFine is set to yes. Item can be set to lost status from:
- catalogue/moredetail.pl
- cataloguing/additem.pl
- tools/batchMod.pl
- misc/cronjobs/longoverdue.pl
Changed subroutine C4::Circulation::LostItem to forgive fines on the
item depending on the value of syspref WhenLostForgiveFine. This
routine is currently used to return an item and charge a replacement
cost.
Also added a new syspref in C4::Circulation::LostItem -
WhenLostChargeReplacementFee. The replacement fee will now be charged
only if this syspref is set to yes. The default value of the
WhenLostChargeReplacementFee is yes, meaning that current behavior
will not change during upgrade.

When the longoverdu.pl script is run, and it marks an item as lost ( using
LostItem() ), if fails to remove the item from the borrower record. So, the
item is marked as lost, but is also still listed as checked out to the
borrower.
This commit adds the command line parameter --mark-returned. If used,
longoverdue.pl will remove lost items from the borrowers record.
Functionality will remain the same if it is not used.

This does not fix all problems recorded in 2883 (see all the FIXME's), but
it does improve the script's basic feedback to an intelligible level.
It also adjusts the documentation and examples to correct bogus usage
instructions.

This patch deprecates the NoReturnSetLost system preference, which, as it
turns out, was not implemented anyway. New longoverdue script allows one to
specify on the commandline system-wide delays for changing items to different
lost statuses, and optionally charge for the item.

The new tables have the same structure and constraints
as the tables they archive with the following exceptions:
* borrowernumber and biblionumber in old_reserves can be
NULL
* the FK constraints (e.g., for itemnumber) on old_reserves
set the child column to NULL if the parent row is deleted
instead of deleting the child row.
* there is no FK constraint on old_issues.branchcode, allowing
a branch to be deleted without changing archived requests.
Some miscellaneous cleanup was done as part of this patch:
* GetMemberIssuesAndFines (C4::Members) now uses bind variables
* fixed POD for GetMemberIssuesAndFines
