This patch makes two corrections to the patron API key template: Convert
to Bootstrap grid and correct class on "new key" button.
To test, apply the patch and enable the RESTOAuth2ClientCredentials
preference.
- Open a patron record in the staff client and choose More -> Manage
API keys.
- On the API keys page, confirm that the page adjusts well at various
page widths.
- Confirm that the size of the "Generate new client id/key pair" button
matches the buttons in the toolbar.

There is a typo in circulation_batch_checkouts.tt that makes Koha skip
a warning if the user cannot borrow due to circulation rules.
This patch corrects this typo.
To test:
1. In Administration > Global system preferences, 'Allow'
BatchCheckouts and enter patron categories in
BatchCheckoutsValidCategories
2. Go to Administration > Circulation and fines rules
3. Enter a rule where a certain category of patrons (that is in
BatchCheckoutsValidCategories) cannot take out a particular item type
4. Search the catalog for an item of that item type
5. Copy the barcode
6. Go into patrons and find a patron of that category
7. Click on the Batch checkout tab
8. Paste the barcode in the box and click Check out
9. It should say 'Too many checked out'
10. Apply the patch
11. Try the check out again, it should show both warnings ('Too many
checked out' and 'This patron can't check out this item per library

This patch adds a new system preference (FallbackToSMSIfNoEmail)
which if enabled Koha will send suggestion notices by SMS if a borrower
has a defined SMSalertnumber and no email.
The use of the syspref prevents automatic fallback to sending suggestion notices as SMS when there's no defined email.
Test plan:
1. Chose a patron who has no email address set, but does have a
smsalertnumber set (this value is set in the Patron messaging
preferences section after the SMSSendDriver syspref is set)
2. Log into the OPAC with that user and submit a suggestion
3. In the staff client go to Acquisitions->Suggestions and tick the
suggestion and set its status to 'Accepted'
4. In the database query the message_queue and notice the
message_transport_type of the message is set to 'email' even though the
patron has no email address set.
5. Apply patches, restart memcached and plack
6. Check the 'FallbackToSMSIfNoEmail' syspref
is disabled
7. Repeat steps 2,3 and observe in the message_queue
table the message_transport_type = 'email'
i.e. If the syspref is disabled then the message is still sent by email
to borrowers with defined smsalertnumber and no email address
8. Enable the 'FallbackToSMSIfNoEmail' syspref
and repeat steps 2,3 and notice the
message_transport_type = 'sms'
i.e. If the syspref is enabled then the message is sent by sms to
borrowers with defined smsalertnumber and no email address
9. Repeat steps 2,3 with a patron with an email
address and no smsalertnumber trying with the 'FallbackToSMSIfNoEmail' syspref
enabled and disabled and notice in both cases the
message_transport_type = email.
i.e. If a borrower has an email address defined the suggestion
notice will always be sent via email
10. Repeat steps 2,3 with a patron with no email or smsalertnumber trying with the 'FallbackToSMSIfNoEmail' syspref enabled and disabled and notice in both cases the message_transport_type = email
i.e. If the borrower has no smsalertnumber and no email defined then the
suggestion notice will be sent by 'email'
11. Run t/db_dependent/Suggestions.t

This patch changes the HTML structure of the vendor edit page so that
the markup is a little simpler. CSS is modified to match. This structure
should serve as a model for other similar form structures:
<fieldset class="rows">
<ol>
<li>
<label>General label:</label>
<label class="radio">
Specific label 1 <input type="radio" />
</label>
<label class="radio">
Specific label 2 <input type="radio" />
</label>
</li>
</ol>
</fieldset>

radio buttons looks correct.
- Confirm that radio button labels work correctly.

This patch makes member-password.pl use $patron->set_password instead of
update_password. The side effect is that setting password and userid
become separate steps in the code.
For the password all the initial checks are the same, but password
strength is checked on calling set_password and an exception is thrown.
So instead of checking the password quality, we just wait for exceptions
and behave the same as before.
Bonus: you will notice I reused the initially fetched $patron object.

* New Feature : report a mistake.
- people can now report an invalid data (wrong, obsolete,...)
- if a data is reported as invalid many time, it will appear differently
- Added few tooltip (to explain the fields last import, nb of users, to explain the new feature)
- When reporting a data as invalid, a comment can also be added. Koha will then display comments related to data in result lists
* API (svc/mana)
- add svc/mana/addvaluetofield: allows to ask mana incrementing a field of a resource
- no hardcoding for resources in the code of api (api needs to be called with a ressourcename)
* New feature : SQL report sharing
- Create Koha::Report.pm and Koha::Reports.pm, objects class for Reports
- New feature: share reports with Mana-KB
- New feature: search report in Mana-KB with keywords
- New feature: load reports from Mana-KB

<!-- URL of the mana KB server -->
<!-- alternative value http://mana-test.koha-community.org to query the test server -->
<mana_config>https://mana-kb.koha-community.org</mana_config>
3 - Check Mana syspref and AutoShareWithMana syspref are not activated
4 - Search the syspref ManaToken and follow the instructions
5 - subscriptions
- Try create a new subscription for a first serial => Mana-KB shouldn't show you anything (except if the base hase been filled)
- Share this serial with Mana-KB (on the serial individual's page there must be a Share button)
- Try to create a new subscription for serial nr1 => a message should appear when you click on "next", click on "use", the fields should automaticaly appear
- Activate AutoShareWithMana => Subscriptions
- Create a new subscription for a second serial
- There shouldn't be any Share button
- Create a second subscription => the message should appear, click again on use
6 - SQL Report
- Create a new SQL report, without notes.
- On the table with all report (reports > use saved), there should be the action "Share"
- If you click on share, you have an error message
- Create a new report, with a title and notes longer than 20 characters
- You can share it with mana => you will have a success message
- On (report > use saved), there must be a message inviting you to search on Mana-KB for more results, enter a few word from title, notes, type of the report you shared, it should appear. You can use it, it will load it into your report list.
7 - Report mistakes.
- On any table containing Mana-KB search results, you can report a mistake and add a comment.

When a field is disabled no value is submitted in the form - this was
causing found holds to be reverted
To test:
1 - Apply all patches except this one
2 - PLace several holds on one bib
3 - Set at least one waiting or intransit
4 - Making no adjustments hit "Update holds"
5 - Waiting/intransit holds are all reset
6 - Mark them waiting/intransit again
7 - Apply this patch
8 - Click 'update holds'
9 - Found status is not accidentally reverted

This patch disables the dropdown for found holds, and adds a new button
to revert the waiting status, setting the hold to priority 1
Additionally we remove some changes from 19469 and update the JS to skip
found holds when updating priority
To test:
1 - Find a record with multiple items
2 - Place 4 holds (or more)
3 - Capture one ohld as waiting, one as in transit
4 - View the holds on the record - switch the last to priority one
5 - Waiting and transit statuses get confused
6 - Apply patch
7 - Observe dropdown is now disabled for waiting holds
8 - Confirm other holds operate as expected
9 - Confirm 'Revert found status' resets hold

Bug 21608: (follow-up) Use RevertWaitingStatus and do not alter _FixPriority
[EDIT]
Completely removed the changes to Reserves.pm by adding module prefix in
the request.pl script.

1 with only edit patrons and catalogue
1 with only add to list and catalogue
1 with catalogue but neither edit patrons or manage patron lists
2 - Search patrons signed in as each user
3 - Note different sorting
4 - Apply patch
5 - Try searching with each patron
6 - Results should always be sorted by surname, firstname
7 - Only in the case of neither extra permission should the checkboxes
be absent

This patch introduces a new button in the 'Pay fines' tab on the
patron's account page. This button, labeled 'Normalize account' is only
displayed when outstanding credits are available, that could be used to
pay up existing debts.
When clicking the button, the Koha::Account::normalize_balance method
(bug 21896) is used for the purpose.
To test:
- Apply this patch (on top of 21896)
- On a patron's 'Fines' tab, create a 'manual invoice' (maybe more than
one)
- Go to the 'Pay fines' tab
=> SUCCESS: No 'Apply credits' button is displayed.
- On the 'create manual credit' tab, create a couple credits.
- Go to the 'Pay fines'
=> SUCCESS: 'Apply credits' button is displayed
- Click on 'Apply credits'
=> SUCCESS: Outstanding credits have been used to pay up debts.
- Play with different options (credit excedes debts and vice-versa, they
match, etc)
=> SUCCESS: They all work as expected
- Sign off :-D

The widget used to translate the item type names to other
languages has few javascript messages that cannot be translated.
Add the mechanism to enable their translation.
Test plan:
1) Install and update a language
2) Check the po-files, there's no msgid for
"A translation already exists for this language."
3) Apply the patch
4) Install and update a language
5) There should be a msgid for the one in 2, and
couple other messages from localization.tt
6) Translate those messages, update the translated templates
7) Go to Administration -> Item types -> Modify item type ->
Translate into other languages
Add a new translation, check that the message given by the widget
was in correct language.

The new plugin hook intranet_catalog_biblio_enhancements_toolbar_button is rendered useless due to the outputted html being escaped using the html filter. It should be using the raw filter instead.
Test Plan:
1) Enable plugins
2) Download and install the latest version of the Kitchen Sink plugin
https://github.com/bywatersolutions/koha-plugin-kitchen-sink/releases/download/v2.1.21/koha-plugin-kitchen-sink-v2.1.21.kpz
3) Browse to catalogue/detail.pl for a record
4) Note you see the raw html of the plugin output in the toolbar
5) Apply this patch
6) Restart all the things
7) Reload the page
8) Note the html is now correctly rendered as a button
