The explanation on list categories on the shelves form is removed.
The online help text is actualized.
Test plan:
Go to Lists in staff. Edit a list. The remarks about private and public
lists on the right side are gone.
Click Help. Read the adjusted text. Does it make sense?

This patch changes wording of explanations in list module to make them better translatable.
Additionally, it removes explanation for "Open list" from help screen, because this choice is not available.
To test:
Go to Home > Lists > Public lists > Create new list
Verify that the text changed to "Private list:..." rsp. "Public list:..." in right part of screen and on help screen.

This patch uses the version number of the Koha database to
dynamically generate links from help to the appropriate version
of the manual.
Test plan (for 3.15 branch):
- Open a help page
- Verify the manual link is correct (point to 3.14 manual)
- change the version in mysql:
update systempreferences set value="3.1600000" where variable="version";
- Verify the manual link now points to the future 3.16 manual.

On master (BD version 3.13.xxx) help links point to 3.12 manual
Changing version to 3.14/15 points to 3.14 manual
Changing version to 3.16 points to the future :)

* prior to this commit, virtual shelvesn't did not function in
the OPAC! Now they do, except for deletion from virtual shelves
in list form
* I've re-named 'Virtual Shelves' to 'Lists' as per our agreed
upon convention
* while vshelves aren't perfect yet, they're in enough of a working
state for the RC1 now
