This patch adds a database update which will update any blank values of
the XSLTDetailsDisplay system preference to "default." Although a blank
value will still result in the default XSLT view, it's more consistent
with the other XSLT preferences to use "default."
To test, apply the patch and set the XSLTDetailsDisplay to a blank
value. Run the database update. The value of the XSLTDetailsDisplay
system preference should now be "default."

With the prior 'Hold fee' will be displayed in OPAC and staff, so
the 'Reserve Charge' would just be an untranslatable double up
of information.
To test:
- Make sure you create some Reserve Charges prior to applying this
patch set
- Verify they show in staff and OPAC account
- Apply patch
- Run database update
- Verfy the "Rental Charge - " is gone and old and new entries
match now

All cases I could find where 'O' was referenced it was referenced
alongside 'FU'.. as such I've written this DB update to case any last
cases of 'O' and update them to 'FU' "just in case"

To test:
1 - Get a list of itemnumbers or barcodes
2 - Set MaxItemsToProcessForBatchMod to less than this number of items
3 - Attempt to batch edit, you arent allowed
4 - Set MaxItemsToProcessForBatchMod to some hugh number like 60000
5 - Try a list of as many items as possible 30000 was good for me (they
should exist in your system)
6 - Try to batch edit, system will timeout on displaying these items
7 - Apply patch, update database
8 - Set MaxItemsToDisplayForBatchMod to 1000 (default)
9 - Try large file again, should not display items, but allow
modification, wait for this to finish
10 - SetMaxItemsToProcessForBatchMod to 1000 and try large file again
11 - Should be prohibited as before

This patch adds the syspref requirements for unmediated ILL requests. It
is a recreation of

which had diverged sufficiently as to make it impossible to apply.
* installer/data/mysql/atomicupdate/illunmediated_tables.sql: New
file.
* installer/data/mysql/sysprefs.sql: Add `ILLModuleUnmediated`.
* koha-tmpl/intranet-tmpl/prog/en/modules/admin/preferences/admin.pref:
Add `ILLModuleUnmediated` handling.

This patch allows logging of arbitrary actions on request objects. A
chronological summary of these actions can then be displayed when
viewing a request.
This patch also adds logging of request status changes. Additional work
has been done on the BLDSS backend to log requests to the BLDSS request
status check API.
To test:
- Apply patch
- Ensure the Illlog logging preference is turned on
- Create an ILL request and perform actions on it that change it's
status.
- Navigate to the "Manage ILL request" screen
- Click the "Display request log" button
- Observe that a modal opens displaying a summary of the status changes.

Since this bug now is dependent on Bug 20581, it should be aware of the
custom statuses provided in 20581. This patch enables logging of request
statuses being changed to custom ones. As such the test plan is
modified:
To test:
- Apply patch
- Ensure the Illlog logging preference is turned on
- Ensure you have some custom request statuses defined in the
Authorised Values ILLSTATUS category
- Create an ILL request and perform actions on it that change it's
status.
- Edit the request and change status to a custom one
- Navigate to the "Manage ILL request" screen
- Click the "Display request log" button
- Observe that a modal opens displaying a summary of the status changes.

This patch makes the utf8mb4_bin collation preferred for comparing tags.
Otherwise suppolemental unicode characters all match.
To test:
- Enable tags and disable moderation (or plan to moderate and accept tags)
- Tag 3 records:
a - with 🐋
b - with 🌮
c - with 👍
- Note the weight on each says '3'
- Click the tag to search, you get back all the records
- Apply the previous patches from this bug report
- Run:
$ kshell
k$ prove t/db_dependent/Tags.t
=> FAIL: Tests fail, related to counting stuffs
- Apply this patch and
(a) Run updatedatabase to upgrade the schema
- Run:

This adds the ILLOpacbackends syspref, allowing users to refine the ill
backends available to opac users for initiating ill requests
Remove default assignment for backends
We don't need a default assignment for the ILLOpacbackends assignment,
if the pref isn't set, it returns undef anyway. Also, having this
default assignment actually breaks the fetching of the preference
