This patch changes the matching-rules.pl page, so it allows the user to choose
from the different hardcoded normalization routines. It is done using TT blocks
and the routine descriptions are translatable.
To test:
- Create some matching rule
- Have free text values on the 'Normalization rule' field
- Apply the patches
- Create a new routine
=> SUCCESS: You can now only choose between fixed option
- Save the rule
- Open it for editing
=> SUCCESS: Chosen rules are preserved
- Edit the original free-text including rule
=> SUCCESS: Rules fall back to 'None'
- Sign off :-D
TODO: A followup will add a warning about the current value and the fact that
saving the matching rule will overwrite those, with 'none'.

Since we switched to Template Toolkit we don't need to stick with the
sufix we used for HTML::Template::Pro.
This patch changes the occurences of '.tmpl' in favour of '.tt'.
To test:
- Apply the patch
- Install koha, and verify that every page can be accesed

* Add the code necessary to handle authorities with matching rules and
import batches.
* Update all the scripts that use the matcher and import batch code
to use the new API.
* Add authority records to the matching rules interface in the staff
client.

Was a template error, but also a bug that had been in there for a
while fixed too
Please test by editing a matching rule, match sure no new match checks
are added, and that the matchpoint components survive.
Then try importing some marc records using that match rule
