The C4::Suggestions::SearchSuggestion subroutine is badly written and
can be replaced by calls to Koha::Suggestions->search.
The hard part in this patch is suggestion.pl, the other occurrences have
been replaced easily.
Test plan:
The idea is to test the whole suggestion workflow.
1. Create a suggestion on OPAC
2. Create a suggestion on the staff interface
3. Edit suggestions

This patch makes the suggestion-related pages rely on array size instead
of querying the DB each time they need to. In the case of
suggestion/suggestion.pl it goes from 4 COUNT(*) to 1.
To test, with KTD:
1. Run on the host machine:
$ docker exec -ti koha_db_1 bash

> SET GLOBAL log_output = 'FILE';
> SET GLOBAL general_log = 'ON';

$ tail -f /var/log/mysql/mycustom.log | grep suggestions

When editing a suggestion, the library will be reset to the currently
logged in librarian's homebranch, no matter what the libray was before.
This fixes this, the library selection will remain at the db value when

- Change to any library but your homebranch
- The summary should show the correct value after saving
- Edit the suggestoin again - it's set back to your homebranch again
- Apply patch
- Repeat the steps, the pull down should now show the correct library

We have specific meanings for the different dates in suggestions
Managed - means the status was changed or the suggestion edited, but doesn't change if item type updated
Modification - implies an edit of the subscript, not updated if status changed alone
Updated - this is the date field in the DB, which is actually a timestamp
The cronjob purge_suggestions.pl uses teh 'date' field
For a user, a suggestion can look old in the interface, but be considered recent by the script
To clear the confusion we should show the timestamp as well

1 - Add a suggestion
2 - In the DB, pretend you set it in the past:

The behaviour of this drop-down menu should mirror that of those drop-down menus elsewhere in acquisitions,

Incorrect markup surrounding Bootstrap dropdown buttons causes display
problems with the buttons are in a DataTable. Dropdown wrapper <div>s
must have a "btn-group" class.
To reproduce the problem, look at the MARC bibliographic frameworks
page. The "Actions" menu when triggered will not line up with the
button.
In almost all cases, dropdown buttons inside tables should also have the
"dropup" class on their wrapper so that the menu appears above the
button. This prevents the menu from disappearing off the bottom of the
window when the button is positioned low in the viewport.

- Check that you can change the default creator of the purchase suggestion when
creating a new suggestion by clicking on 'Set to patron'
(Home > Acquisitions > Suggestions management > New purchase suggestion)

The <i> was not closed resulting in the "Archived" displaying in
the wrong font. Might be a browser specific issue, but adding the
closing </i> fixed it and follows the existing pattern.

There are performance issues when searching suggestions if there are
thousands of suggestions.
To prevent that we are going to add the ability to archive purchase
suggestions, in order to remove them from the search list (by default).
Test plan:
0. Apply all the patches, execute the updatedatabase.pl script, restart
all
1. Create some suggestions
2. Search for them
3. Use the "Archive" action button for one of them
4. Restart the search
=> The archived suggestion does no longer appear in the list
5. Use the filter "Included archived" in the "Suggestion information"
filter box
=> The archived suggestion is now displayed
6. Use other filters
=> The "archived" filter is kept from one search to another
7. Use one of the action at the bottom of the suggestion list (change
the status for instance)
=> The "archived" filter is still kept

On commit 4494e8ba6c
Bug 23594: Batch modification for itemtypes on suggestions page
The anchors of the tabs on suggestion.pl has been replaced with
tab_$count instead of the status code.
There was a need at the time, but I cannot remember it.
I restored the previous behavior, and did not find any regressions.
Test plan:
1 - Add several suggestions to Koha
2 - Set them in different status, leaving at least one pending
3 - Go to home page, note it shows count of pending
4 - Click the link on home page
5 - It takes you to correct tab
