This patch creates a helpf ile for the batch record delete tool
and updates the help files for notices and marc export.
To test:
* Visit tools > batch record deletion
* confirm help is right
* Visit tools > Notices & Slips
* confirm help is right
* Visit tools > export marc
* cofirm the help is right

This allows the exporter (Tools -> Export) to have any combination of
branches selected, rather than it being all or only one.
Test Plan:
* Apply the patch
* Go to the exporter, see that instead of a dropdown you now have an
elegently laid out grid of branches you can select from
* Select some branches, run the export
* Note that only records with items in the selected branches are
returned.
* Repeat this with the item related options (as that code was refactored
slightly) and make sure everything is sane.

This patch uses the version number of the Koha database to
dynamically generate links from help to the appropriate version
of the manual.
Test plan (for 3.15 branch):
- Open a help page
- Verify the manual link is correct (point to 3.14 manual)
- change the version in mysql:
update systempreferences set value="3.1600000" where variable="version";
- Verify the manual link now points to the future 3.16 manual.

Changing version to 3.14/15 points to 3.14 manual
