This preference didn't make sense in Interface - it's a holds
policy related preference and so I've moved it to that area.

- Add preference OAI-PMH:ConfFile. I just add it in web-services.pref
and not in DB. It's enough. It's not an end-user preference. Without
this pref, OAI server operates as previously. And preferences editor
allow to add a new value to the DB if necessary.
- Fix response to ListMetadataFormats which was empty in extended mode.

If one attempts to add a new library with a code already in use,
an error message is shown. The main library data input by the user
is preserved, allowing the user to try a new code.
This also corrects a glitch in the previous patch concerning
adding a branch category whose code is already in use.

Since TMPL_IFs evaluate false if the template variable is 0,
smart-rules.tmpl was not displaying zero values in fields where
the db field value was indeed zero which leads to some small confusion.
This patch removes the TMPL_IFs since those fields will always be
populated with some value even if it is zero.

Fixed bug in date validation that prevented adding new contracts
if the dateformat syspref was set to something other than 'metric'.
In process, also removed three hand-written date validation routines
in favor of using JavaScript Date objects and the Date_from_syspref
function provided in calendar.inc.
This fixes bug 3912, and partially addresses bug 4144.

Note that this patch causes the authority subfield visibility
to match 3.0.x, but at a cost - only two options are available now,
hide all and show all, and much flexibility is lost. This will
need to be improved.

this patch add the possibility to have an end date of enrolment, instead of a period. Like for a user category, all this category can have the same expiry date.
The librarian can configure one of both, but not both.
This patch incorporates a drop-down for choosing the "clone to" library
directly from issuing-rules.pl. This eliminates the extra step of choosing
the library after submitting the "clone" action and clarifies the purpose
of the two different controls.

aqplan.tmpl still contains some errors after this patch, mainly id elements that start with an numeric value. But I need to examine the code more throughly before these are fixed.
This moves the "Jump to name preference functionality" to the search
bar: if your search term is found to be the exact name of a syspref,
then it is jumped to instead of executing a normal search.
The missing syspref AllowHoldDateInFuture was added, and
OPACAllowHoldDateInFuture was moved next to it, on the Circulation
tab. Normally, it would go on the OPAC tab, but since both have to be
on for future holds on the OPAC, it's less confusing for them to be
together.
Renamed pdfformat to OrderPdfFormat and created OrderPdfTemplate to stock the PDF in the database.
Added a new type of syspref nammed "Upload".
Rewritte, translation and cleaning of the PDF template.
Note that most of the prefs that have been moved between tabs were
moved intentionally, because the old tab no longer made sense. If one
in particular seems wrong, please let me know.
This patch breaks the single large tables with multiple header rows into multipl
e tables with separate headings for each. Clicking the heading collapses that section. The goal is to improve clarity when scanning through a large number of prefs.

This add the support of keyword => MARC field mapping, ton abstract the relation between human readable fields like subtitle, title, authors, location, ... and MARC fields in each framework.
This will allow to koha developper to be more flexible with each framework and don't care about the MARC flavour, just require some "keywords" to the user.

Fixed useless redirect statements that weren't even printed.
Removed unused javascript and script variables;
Removed sth->finish. Use get instead of post on "cancel" button (no data to post).
Reduce duplicative variables (e.g. scriptname and script_name).
Many other problems are still in the scripts, including use of META-REFRESH instead of
redirect, and the whole idea of redirecting back to the same page for no valid reason.
We should be able to formulate the right response on THIS pass, not ask the browser to start over.

80% of the javascript was junk.
Bad check failed on non-existant field borrowers.select_city.
Enabled warnings. Reduced "StringSearch" to 3 lines, removed unused args and vars.
Fixed row highlighting and removed "toggle" code. Etc.
TODO: Stop redirecting to the same page. Instead get the correct data and show it
on THIS pass.

2748: Nothing is output to the .csv file for the "Overdues" circulation report
This is fixed by having circ/overdues.pl produce the CSV output directly instead
of trying to call the overdues cronjob. The CSV output includes all of the fields
that are displayed on the web table plus the item replacement price and any extended
patron attributes.

Add the ability to set the default circulation messages preferences
for a patron category. When the EnhancedMessagingPreferences
syspref is ON, the administrator will be able to define
default patron messaging preferences for a patron category. When
a new patron record is created (either manually or via a patron
import), the new patron's preferences will be copied from the default
for that patron's category.

Because of the way that HTML::Template::Pro evaluates
expressions, any variable referred to in a TMPL_IF EXPR
must be be present when the template is parsed, otherwise
you get Apache error log warnings like this:
non-initialized variable new_subfield
For a simple flag check, TMPL_IF NAME="new_subfield" is sufficient.

Added escape="html" to several TMPL_VAR tags which need it in order
to deal with quotes and other special chars in user supplied data.
Many other templates still need to have escaping added to fields which
allow free form entry.

In an list of autorised values (Parameters >autotised values), if you delete an
autorised value after confirm, you go back to the first page of the list, and
you must return manually to the page you left before.

This adds holds policy creation support to smart rules and read support to
C4/Circulation.pm, and the two reservation pages. It also adds a system
preference, AllowHoldPolicyOverride, to control whether the staff can override
these policies.
