Since we switched to Template Toolkit we don't need to stick with the
sufix we used for HTML::Template::Pro.
This patch changes the occurences of '.tmpl' in favour of '.tt'.
To test:
- Apply the patch
- Install koha, and verify that every page can be accesed

The script members/guarantor_search.pl made the following call:
my ($od,$issue,$fines)=GetMemberIssuesAndFines($results->[$i]{'borrowerid'});
Not only does this call always fail because borrowerid is not a valid
key, but the results are never even used in the template!
Test Plan:
1) Apply this patch
2) Verify the gurantor search works as before,
No changes in behavior should be noted

Removed SearchMembers() and replaced with more generic Search()
Amended Search() to try cardnumber first
Replaced SearchMembers() calls with Search()
Replaced SELECT with Search() where appropriate
C4::SQLHelper:
- added support for '' key for search filter.
- when passing an array to filter, join with OR (rather than AND)
- added support for key => [val1, val2] in filter
- did not document - there was no input documentation to start with,
and SQLHelper should be replaced with something better anyway

This patch corrects this problem, by, when a patron record is linked as a guarantor, showing that and not allowing the name to be edited. It still allows manual entry of a guarantor. It also untabifies a few places in the affected files and fixes some inconsistent names.

The template for the guarantor search implies that
the zipcode is one of the values to be copied from
guarantor to guarantee. Fixed so that the transfer
can actually take place.

Abiding by Name Convention.
Using Members wherever it should be used.
Borrower is only used for borrower Categories.
+ GetBorrowersWhoHaveNeverBorrowed
and lists like that.
So this implies quite a change for files.
Sorry about conflicts which will be caused.
directory Interface::CGI should now be dropped.
I noticed that many scripts (reports ones, but also some circ/stats.pl or opac-topissues) still use Date::Manip.
- checkaccount and getborraccountno => GetBorrowerAcctRecord
Many changes in names,
some changes in function signature.

* introducing a category_type into categories. It can be A (adult), C (children), P (Professionnal), I (institution/organisation).
* each category_type has it's own forms to create members.
* the borrowers table has been heavily modified (many fields changed), to get something more logic & readable
* reintroducing guarantor/guanrantee system that is now independant from hardcoded C/A for categories
* updating templates to fit template rules
