The reason the budget_period_id was not defined was because in
two cases it was not passed! This patch adds those missing
parameters. And as a result, cuts out the attempt to default the
authcat to '' unless the budget_period_id is defined.
Additionally, the start and end months don't seem to be passed,
so rather than have it blow up, checking them forces the else
case logic.
budget_period_id is the budget id. If you have two budgets,
you can craft a URL to work with budget_period_id matching
those two ids. Anything else should trigger the new error which
was modified to reflect more of what the problem is.
Follow the test plan in comment #6. Feel free to also to attempt
crafting URLs and triggering errors.

Well, works and does not explode any more
No errors
To trigger the new message simply put /cgi-bin/koha/admin/aqplan.pl
on your staff page, an intriguing 'Planning for by Asort1' appears :)

TEST PLAN
---------
0) Back up your database.
1) In mysql client:
> DROP DATABASE {your koha database name};
> CREATE DATABASE {your koha database name};
> QUIT;
2) Go to the staff client, and install all the default
and optional things -- except patrons. :)
3) Log into staff client.
4) Create a patron -> New Patron -> Staff
5) Enter data and Save
6) More -> Set Permissions
7) Make superlibrarian
8) Log out
9) Log in as new superlibrarian
10) Acquisitions -> Budgets -> New Budget
11) Enter a non-active budget with some funds.
-- Once saved, it should list in the inactive budgets.
12) Click on the name.
13) Click on one of the Planning submenu options.
14) Click the 'Submit' button in the Filter area.
-- This should trigger the blow up.
15) Apply the patch
16) Repeat steps 12-15
-- The kaboom is avoided and a nice message given.
NOTE: This does not solve all the problems in this ugly, ugly
module area. It does solve the one thing it is meant to:
that nasty kaboom.

In Acq planning /cgi-bin/koha/admin/aqplan.pl, left side filter and export forms have no parameter budget_period_id nor authcat, so the use the default active period.
As said in code
- IF PERIOD_ID IS DEFINED, GET THE PERIOD - ELSE GET THE ACTIVE PERIOD BY DEFAULT
my $period = GetBudgetPeriod($budget_period_id);
This patch corrects the export form.
Test plan :
- Create an active budget "B_ACTIVE" with 1 fund
- Create an inactive budget "B_OLD" with 3 funds
- Go to "B_OLD" planning by libraries
- You see 3 funds
- Click on "Submit" in export form

Now that fund name is displayed in the table as a link, you see that arg budget_period_id is never defined in this link.
This is because the template var is [% budget_line.budget_period_id %] instead of [% budget_period_id %].
This looks like a mistake when converting from tmpl to tt.
Test plan :
- Without patch
- Look for a planning with funds :
/cgi-bin/koha/admin/aqplan.pl?budget_period_id=2&authcat=MONTHS
- Click on a fund name
=> You see in URL that budget_period_id is empty :
/cgi-bin/koha/admin/aqbudgets.pl?op=add_form&budget_id=6&budget_period_id=
- Apply patch
- Look for a planning with funds :
/cgi-bin/koha/admin/aqplan.pl?budget_period_id=2&authcat=MONTHS
- Click on a fund name
=> you see in URL that budget_period_id is defined like in planning page :

A patch from bug 11714 removes 'budget_name_indent', which was useless.
The script and the template should use the budget_name value.
Note that this patch impacts the CSV export, which does not work, so it cannot be
tested.
Test plan:
Edit a fund and click on one of the Planning value (by months, etc.)
The "Fund name" column should be correctly populated with the fund
names.

The 'show_actual' variable is not correctly manage in the template.
This has certainly been introduced by the migration to TT.
Test plan:
1/ Go on a bugdet planning view (admin/aqplan.pl)
2/ Check the "Show actual/estimated values" checkbox on the left
(Filters box)
3/ Go
4/ Verify the actual values are now displayed (i.e. the columns contain

Test plan:
1/ Verify that the acquisition home page displayes the prices as before.
2/ Verify that the budgets page displayes the prices as before.
3/ Verify that the funds page displayes the prices as before.
4/ Verify that the planning page displayes the prices as before. (Note
that 1 price is now formatted: 'Fund remaining').

Some scripts pass a template variable to facilitate an alternate table
row class for styling. Other use the 'IF (loop.odd)' construction. I
think we're at the point where the CSS3 :nth-child() selector is
widely-supported enough that we can do without template-based solutions:
http://caniuse.com/#feat=css-sel3
This patch adds such a selector to the staff client CSS and removes the
corresponding template markup from Administration pages. The last in
this series of patches will remove the redundant CSS.
Also in this patch: a few minor markup corrections.
To test, apply the patch and clear your browser cache if necessary. View
the following pages and confirm that alternate table row highlighting
works as before:
- Administration -> Budgets
- Acquisitions -> Vendor -> Contracts
- Administration -> Budgets -> Budget -> Planning
- Administration -> Authority types

This patch removes 3 occurences on aqplan.pl
To test:
1. You need a budget and a fund
2. Apply the patch
3. Go to Aquisitions, click on your fund
4. Select one of the options on pulldown Planning
e.g. "Plan by months"
5. Now to the left there are two boxes, Filter and Export
a) Filter: (1) pulldown below 'Select planning type'
check that works selecting other values and submit
This pulldown showed originally code types,
untranslatable BTW. Added a TT block to allow translation
and shows legends that match Planning pulldown, but not
the order.
b) Export: pulldowns for filetype (2) and delimiter (3)
Those have originally one value each, and for me Export
does not work, before or after patch, but check that
pulldown exist.
Notes:
A) 5.a) I can change de order of main Planning pulldown,
is harcoded. The values for Filter pulldown are sorted on
aqplan.pl. Is one or the other.
If desired, TT block can be moved to includes/budgets-admin-toolbar.inc
(where hardcoded Planning lives)
B) 5.b) Moved 'Export' legend inside it's box, like Filter.
C) Finally: there is something strange, before or after patch.
There is an empty option 'Planning by " if you select planning
using main pulldown, it disappears if you select planning using
Filter (not a mistery, using Planning fills $auth_cats_loop,
using Filter submit button does not)

Many templates have instances where the path to the prog template is
hard-coded. Now that interface and theme template variables are
available everywhere these paths should be corrected to use them.
Image paths corrected:
- 'Patron image missing' image on circulation pages
- 'Locked' icon on fund planning page
- Tag and subfield edit icons on the authority, biblio editor, and batch
item modification pages (Clone tag, delete tag, clone subfield,
delete subfield, move subfield)
- 'Loading' icon when importing frameworks
Audio file paths corrected:
- Sounds for circulation.pl and returns.pl
Paths to DataTables assets corrected on:
- Transfers to receive report
- Holds queue report
- Holds awaiting pickup report
- Patron detail page (moremember.pl)
- Patron circulation history
- Update child to adult patron page
- Process offline circulations
- Catalog by item type report
- Serials statistics wizard
- Serial claims page
- Koha news
- Notices
- Batch patron modifications
Path to progress bar assets corrected on:
- Process offline circulations page
- Progressbar include file
- Stage MARC imports
- Manage MARC imports
- Local cover image upload
Other image paths:
- "Approved" checkmark image on tags review page
- Table sort icons on lists page
- Feed icon on OPAC search result page
- "Loading" image for OPAC plain MARC view
Path to ratings JavaScript on OPAC detail and results pages

The budget planning table previously used a YUI menu as part of a
system for hiding and showing table columns. Instead of trying
to convert that sytem to Bootstrap I have used code from the
batch modification/deletion pages which uses a list of checkboxes
to show and hide table columns. This has the advantage of giving
the user visual feedback of what columns are hidden and of offering the
user an interface which is familiar from other pages.
This patch also moves CSS from a batch-operations-specific
CSS file into the main CSS file. Batch modification templates have been
modified accordingly.
To test, view the budget planning page and choose different
"plan by" options (by month, by library, by item type). Test
the show/hide action on each individual column and using the
"show all" and "hide all" checkboxes.

All instances of the old DynArch calendar have been replaced with
jQueryUI versions and the old library files have been removed.
calendar.inc has been modified to include jQueryUI localization
strings and global configuration options. Just add a "datepicker"
class to an input field to trigger a datepicker prompt.
If you would like two fields in one from to limit each other (one
is date from, one is date to), add these classes to each:
"datepickerfrom" and "datepickerto." This will prevent an invalid
entry, e.g. a date in the latter which falls before the former.
jQueryUI is now upgraded to the latest verision, 1.8.21.
Edit: Now with proper translatability, date formatting, first day
of the week handling, and RTL support.
