Swapped the order of the page titles to have the unique information
first, i.e. the name of the specific page displays first, and the name of the website (e.g. Koha) displays at the end.
To test:
1) Apply patch
2) Ensure each of the files in the admin folder are swapped around to display the most unique information first, and the website name is at the end
3) Ensure the pages displayed on the Staff Client that correspond to these files also display the changes

I think the "breadcrumbs" ID is worth saving for past and future CSS
customization reasons.

Modified breadcrumbs to be accessible, in particular for a
screen-reader.
Made the block of breadcrumbs be a <nav aria label="Breadcrumb"
class="breadcrumb"> with an ordered list inside. The last breadcrumbs
also has aria-current="page" to specify that it is the current page.
To test:
1) Apply patch
2) Build scss file
3) Ensure each of the files in the admin folder has breadcrumbs that are
in a <nav aria label="Breadcrumb" class="breadcrumb"> block
4) Ensure that there is an ordered list in the block of breadcrumbs
5) Ensure that the last breadcrumb has aria-current="page"
6) Ensure that the breadcrumbs on each page of the staff client
belonging to these files look the same as before, but the '>' symbol
is replaced with '/' and the last breadcrumb has bold text
7) Ensure that when the last breadcrumb is clicked it takes you to the
page you are currently on

This patch add the noExport class to all "Actions" columns in the
codebase.
It's a stupid search and replace, maybe the class is added to table
where there is no export button.
Test plan:
Search tables where the export button is available. Confirm that the
"Actions" columns is not exported.
Example: /admin/branches.pl, /admin/cities.pl

Found on bug 27251 which was mimicking SMTP server code for QOTD.
To recreate:
Create a SMTP server with name "a"
Create a SMTP server with name "aa"
Filter by "aa"
=> Only 1 row displayed
Delete it, confirm
=> The table disappears
Note that we could re-add this test when bug 27353 will be pushed, as
recordsTotal will contain the unfiltered number of records in the DB.

There is a design issue on the click event listener that makes the modal
get added new event listeners on each row being deleted. This makes the
page call all the event listeners and generates an error.
This patch replaces the flawed logic (adding the event listener inside
the event listener). It makes the event listener be defined at startup
time, and make the .on('click') action just pass information around as
required.
To test:
1. Create at least 2 SMTP servers
2. Open the browser inspector, on the network tab
3. Click "Delete" for server 1
=> SUCCESS: You get a successful message (OK)
4. Click "Delete" for server 2
=> SUCCESS: You get a successful message (OK)
=> FAIL: You get also an alert message about server 1 (KO)
=> FAIL: The inspector shows more than one AJAX call has been made
5. Apply this patch and reload the page
6. Repeat 3-4
=> SUCCESS: Everything goes smooth this time

This patch appends a small note to the debug form field in the edit/add

This patch adds a debug class to a row if debug mode is enabled for the
smtp server and adds css rules to highlight the row by setting the test
to bold, red and italic.
