We are really close to release, and the 'proper' fix to make the sending
of hold cancellation notices optional will introduce string changes.
This patch takes the alternative approach of removing the default notice
template there by disabling the feature for 20.11.00 release and giving
us time to properly impliment a solution and re-instate the default
notice template for the 20.11.01 release.

This squashed commit fixes:
- a small error in the checkouts related JS
- GetRenewCount now returns 6 values when a call to it succeeds, a
failed call should also return the same number of values. This commit
adds these additional values.
- Some changes in issue.t had broken the tests for unseen renewals (the
unseen tests were using variables that had been moved out of the tests'
scope).
- Also now using Koha::CirculationRules::set_rules to set circ rules
rather than using SQL queries.
- Fixed expected number of return values from GetRenewCount
- Moved unseen tests in issue.t to the bottom of the file to remove the
risk of interference with other test circ rules.
- There was a real mess in C4/Circulation.pm due to a bad rebase back in
February. Frankly it's a wonder anything worked at all. This commit
fixes that problem and reinstates the correct patch for
C4/Circulation.pm
- Somehow I'd never noticed this before but the columns in smart-rules.tt
were misaligned when UnseenRenewals was turned off. This was due to the
display of a <td> not being conditional when it should have been. This
is now fixed.
- This commit also fixes items 1 & 2 descibed by Katrin in comment #74 ->
comment #76.
- Fixed missing check for too_unseen in opac-user.tt, this test did used
to exist but got lost during sizeable rebase a few weeks ago :-(
- Added test for too_unseen to all AUTO_RENEWAL notice templates apart
from de-DE (as previously requested by Katrin)

This is really an installation issue, though at the
time of installation it did not result in any error.
During cataloguing in the items menu the "Type of item or material"
is not constrained by the itemtypes authorised_values (as it is for 942c records).
I have added the itemtypes to the installer sql in unimarc_framework.sql
as well as adding the description of this field for OPAC, which had been left empty.

Patch changes some of the values in the sql statement that inserts 307a
unimarc row into the marc_subfield_structure which created an SQL error
on installation.
The fields changed are:
- isurl now 0 instead of NULL,
- hidden now -5 instead of NULL,
- seealso empty string instead of NULL,
- link empty string instead of NULL.
These field values are now similar to the ones inserted for 306a or 308a.
The value that caused the SQL error was using NULL for hidden (due to
the NOT NULL constraint in the table definition).
I have tested the install with this change and found no issues.

Field 943$a has link value "130". This does not work; 130 is not a search
index. It should be Title-uniform.
Note: Only used on a search link in the intranet MARC detail page.
In some cases "130" should be replaced by "Title-uniform", but sometimes
130 without quotes had to be replaced. Performed by two sed statements
on git grep results.

It adds a new localization directory that could
host a custom SQL file for each language,
xx-YY/custom.sql
This will be the last file to be loaded at
install time, it can be used to set any difference
from default values.
It can't be deselected at install time.
Moved corresponding files for de-DE, it-IT,
nb-NO and completed es-ES
To test:
1) Apply the patch
2) Install es-ES/de-DE/it-IT/nb-NO translation (any lang)
( cd misc/translation; ./translate install es-ES )
3) Do a clean install using es-ES
4) After all files have been loaded check:
* A new section labeled "Localization data added"
with one file, custom.sql
* Inspect the value of FrameworksLoaded syspref,
last entry must be custom.sql
5) Remove/rename the file or localization dir and

This fixes the capitalization in sample notices files to
follow coding-guidelines. Only applies to English, translations
remain unchanged.
Additional fixes:
- Overdues slip added the letter code as subject instead of the description
- Opac changed to OPAC for self-registration verification emails
German (de-DE) file was not changed, as there is a pending translation
bug that will take care of these (bug 25129).

For MARC21 we need to set the following tags as mandatory:
CHRON_TERM => 148
CORPO_NAME => 110
GENRE/FORM => 155
GEOGR_NAME => 151
MEETI_NAME => 111
PERSO_NAME => 100
TOPIC_TERM => 150
UNIF_TITLE => 130
Note that it also fixes an error on the UI, which was initially reported
on bug 13775.
Test plan:
- Create a fresh install in the language of your choice.
- Confirm that when you create a new authority you cannot save without
entering a value for the main heading
- Edit marc record's field 648 -> chronological term
- Try to add there one by clicking a link on the left side of the field.

The RLIST sample notice is used to send an email to patrons who have
subscribed to be notified when a new issue for a subscription arrives.
This is a feature that is totally independent and not related to the
use of routing lists. In the GUI however, this was misleading so far.
- Rename RLIST to SERIAL_ALERT and fixes the sample notices
- Fix explanations in the helf files
- Fix name of the module in letters from 'serials (routing list)'
to 'serials (new issue)'
Note: There is no logic to be changed as the notice template
to be used is defined for each subscriptions and this is just
the sample notice. I've also opted against a database update, to not
interfere with existing installations, reports etc.
A patch to the manual will be submitted shortly after this passes QA.

We are replacing the values -5 or 8 here by 1 for the hidden field in
auth_subfield_structure.
Note that 1 is mainly used in MARC21 and -5 in UNIMARC.
Since it is a boolean, I choose here for keeping 0 and 1.
The value 8 was only used for field 942 in MARC21 files.
The value -5 was replaced in
en/marcflavour/unimarc/mandatory/authorities_normal_unimarc.sql
it-IT/marcflavour/unimarc/necessari/authority_framework.sql
pl-PL/marcflavour/unimarc/mandatory/authorities_normal_unimarc.sql
NOTE: The french unimarc files
fr-FR/marcflavour/unimarc_complet/Obligatoire/autorite_default.sql
fr-FR/marcflavour/unimarc_complet/Obligatoire/autorites_norme_unimarc.sql
fr-FR/marcflavour/unimarc_lecture_pub/Obligatoire/autorites_norme_unimarc.sql
seem to display all fields, since hidden is 0 everywhere.

In the upgrade from 2.2 to 3.0 (some time ago already) the table
additionalauthors has been dropped. Unfortunately, a reference to this
table has not been removed from the MARC framework installer files.
This patch clears kohafield for 700$a or 200$g in 32 installer files.
Note: The reference to additionalauthors in field kohafield is silently
ignored in AddBiblio/ModBiblio since the routines _koha_add_biblio,
_koha_add_biblioitem, _koha_modify_biblio and
_koha_modify_biblioitem_nonmarc simply do not use it. You can define a
Koha to MARC mapping for a biblio/biblioitem field but if the field is not
referenced in one of those routines, nothing happens..
Also note that C4::Items::_koha_modify_item does not hardcode all fields
and will respond to a new item mapping.
