This patch updates the German web installer files from the
mandatory directory.
This includes:
- CalendarFirstDayOfWeek defaults to Monday
- gist rates default to 0.07|0.19|0.00
- RoutlingListNote default text translation
- uniqueitemfields default set to barcode stocknumber
- Translation of new user flags and permissions
- Corrections to existing translations and typo corrections
To test:
- Run the web installer with German installed
- Verify all mandatory SQL files are installed correctly
Note: The German po files in master are buggy, please
use files from translate.koha-community.org for testing.

in the installer directory:

- borrowerRelationship: Vater|Mutter
- BorrowersTitles: Herr|Frau
- New: CurrencyFormat: FR
- New: dateformat: metric
- New: DefaultClassificationSource: z
- New: OpacMainUserBlock: translated content
- New: OpacNav: translated content
- New: OpacNavBottom: translated content
- New: OPACSearchForTitleIn: translated content
To test:
A) Do a full installation with German sample files
B) Run the sql file 'system_preferences.sql' against your database
Verfy values of system preferences have been changed.

Patch applied cleanly. I ran through the webinstaller in German on an empty
database, and made sure system_preferences were loaded. No complaints from
the database and the systprefs are set to the right values when I check in the
staff client.

Bug 6537 - New syspref files with only the prefs that differ from the default
I have mostly deleted old syspref files and created new ones, with a new name,
mainly in order to reduce the risk of merge conflicts if the old syspref files
are changed before this patch is pushed, if it is pushed.

a description of how the new files were created to reflect sysprefs that
differ from the global default.
.txt files have been moved to reflect the new names of the SQL files they are
associated with.
Bug 6537 - Remove syspref-related tests in xt/
As far as I can see, the previous patches for this bug makes the syspref tests
obsolete, and this patch removes them:
xt/syspref.t
xt/check_sysprefs.t
