As explained in bug 20428 use tmpdir can cause issues and it just makes sense to standardize our temp directory in a universal way.
Test Plan:
1) Apply this patch
2) Verify you can still log in and use Koha
3) Verify the web installer still works
4) Verify EDI module can still download files via FTP
5) Verify fines.pl still runs with -o option
6) prove t/db_dependent/Plugins.t
7) prove t/db_dependent/Sitemapper.t
8) prove t/db_dependent/Templates.t

When running fines.pl, any overdue items that have no corresponding circulation rule will generate the following warning:
Use of uninitialized value $amount in numeric gt (>) at /usr/share/koha/bin/cronjobs/fines.pl line 133.
Test Plan:
1) Create a single circ rule
2) Backdate a checkout so it is overdue
3) Delete the circ rule
4) Run fines.pl, note the warning
5) Apply this patch
6) Run fines.pl, note the warning is gone

Right now, fines are updated based on the fine description. There are a
number of areas where this can go wrong ( date or time format changing,
title being modified, etc ). Now that issues has a unique
identifier, we should use that for selection and updating of fines.
Test Plan:
1) Apply this patch
2) Test creating and updating fines via fines.pl
and checking in overdue items. No changes should be noted.
3) prove t/db_dependent/Circulation.t

This patch adds information about cron jobs performed and make it viewable
under Home > Tools > Logs ("Browse system logs")
To test:
Apply patch
- Got to system preferences and set 'CronjobLog' to: [Log] information from
cron jobs.
- Run some cron jobs
- Go to Home > Tools > Logs
- Verify that you have a selection 'Cron jobs' in drop-down 'Module'. Select it
with Action "All" and Submit.
- Output should show Date/time and info about Cron jobs

An item can be marked as lost by longoverdue.pl, but left checked out to
the patron. In this case, the item will continue to accrue fines.
Test Plan:
1) Check out an item and back date it so it is overdue and should
generate fines.
2) Mark the item as lost by either using longoverdue.pl, or just
by setting itemlost to 1 by directly accessing the database
3) Run fines.pl
4) Note the overdue generated a fine
5) Repeat steps 1-2
6) Apply this patch
7) Run fines.pl
8) Note a fine was not generated

The -log option become optional if the -output_dir is given.
Test plan:
call the script with
1/ no one parameter : no log file
2/ -l : log file will be created in /tmp
3/ -o=/home/koha/var/log : log file with be created in the specified
4/ -o=/home/koha/var/log -l: Same as 3/

Replaced existing MaxFine syspref logic with overduefinescap.
Repurposed MaxFine to be the overall overdue limit for all items
overdue. Implemented new MaxFine logic in UpdateFine().

Tested according to Srdjan's test plan and everything worked like he said it would. I set fined equal to $2 and max fine equal to $1. When I ran the fines script for overdue items fines assessed were only $1.

It appears, in Ryan's patch, that he wants to throw a warning to the log if
the directory specified in --out is not present. (Further messages will
be given when the open-or-die occurs a few lines later.) However, it was
throwing the warning if --out was not specified at all, which is
undesirable. This patch modifies that bit to check for the presence of
whatever directory is going to be used, either --out, ENV{TMPDIR}, or /tmp.
As before, if the write to the directory fails for any reason--including
its' non-existence--that is handled later, but this message will help
inform the troubleshooter.

The problem is that we do not ensure that the issues table has valid
borrowernumber in each line. This is exacerbated by Getoverdues()
returning data sorted BY borrowernumber. So one NULL borrowernumber
in issues prevented ALL fines from being assessed. The actual error
from fines.pl cron log is:
No branchcode argument to new. Should be C4::Calendar->new(branchcode => $branchcode)

This patch deals only with getting fines to avoid crashing. It does
not fix the underlying data integrity problem.

CalcFine returned values that mismatched expectations in fines.pl.
fines.pl refactored: added debugging, prevent needless recreation of
Calendar objects by storing them in hash by branch.
Still outstanding problems with fines, including the output of a field
that has no other references in Koha (so is always undef) and the
incorrect description of FinesMode.
Calendar exported "new" erroneously. I also cleaned up the queries to
avoid needlessly compiling additional statement handles.
Please test and consider application to 3.0 maintenance.
