The routing list tab displays on patron pages even if the RoutingSerials
preference is OFF. Display of the tab should be conditional on that pref
being turned on.
This patch adds a check for the RoutingSerials preference to the menu
include files and amends the affected scripts to make the variable
available on the pages where those includes are used.
To test, view the following pages with RoutingSerials both on and off.
The routing list tab should be shown and hidden accordingly:
- Circulation
- Patron details
- Patron fines
- Pay fines
- Pay amount/selected (click from the Pay fines page)
- Create manual invoice
- Create manual credit
- Patron circulation history
- Patron modification log
- Patron notices
- Patron routing lists
- Patron statistics
- Patron files
- Patron permissions
- Set patron password
- "Can't delete patron" page (try to delete a patron with checkouts).

Touches a lot of files, but only a tiny change in each, works well.
Could perhaps be set in C4/Auth instead, but that's no reason not to
sign off

NOTE: After applying the patch I got following errors in members/pay.pl:
Global symbol "$writeoff_sth" requires explicit package name
Global symbol "$add_writeoff_sth" requires explicit package name
Added to lines at the begin of members/pay.pl:
our $writeoff_sth;
our $add_writeoff_sth;
Now the patch worked as expected.
However I am not quite sure if signing off is OK in this situation.

Works as advertised, doesn't affect display for non-organisational patrons.
Note: Display change in OPAC only affects the summary tab.
It would be a little bit more consistent to make the name show the
same on all tabs in OPAC patron account.

Show patron attributes in the sidebar on circ and patron pages
[Edit from Owen Leonard: This patch takes changes originally in
Bug 5436 and isolates just the parts relating to display of
patron attributes. Because function for pulling patron attributes
was merged with the function for displaying address information
in SetMemberInfosInTemplate() (also found in Bug 5749), I moved
the call to GetBorrowerAttributes into the individual scripts.
That keeps the functionality relating specifically to patron
attributes separate from the proposed changes to displaying
addresses.
Because I think it's important to keep the display consistent,
I added display of patron attributes to all pages which include
the patron information sidebar.]

This patch changes the behavior so that you can enter in
a barcode instead of an itemnumber for the manual credit
and invoice screens. Also, the borrower's account page now
displays a link back to the item record if an item was
linked to the charge

- pay.pl fixed, the librarian can see patron fines & mark them paid
- fines2.pl fixed, the script now calculate the fines correctly from the finerules :
* itemtype / patron category if it exist
* itemtype / default if needed
- renamed misc/fines.pl as fines-sanop.pl
- added 2 systempreferences:
* MaxFine: the max amount a patron can be charged for an item
* NoReturnSetLost: how many days of late before a non returned item is marked lost & the patron charged for the full cost of replacement
(those values where hardcoded in fines2.pl
- C4/Circulation/Fines.pm has been removed (unused duplicate of C4/Overdues)
Note that SANOP feature about notify levels have NOT been ported here. I think they are too specific now, and the code is poorly written
I've renammed fines.pl to fines-sanop.pl to point that it is specific.
Thus, all notify_id related features are not used by anything (and always 0)
Can be interesting to reintroduce them, but that will probably be a large work...

Abiding by Name Convention.
Using Members wherever it should be used.
Borrower is only used for borrower Categories.
+ GetBorrowersWhoHaveNeverBorrowed
and lists like that.
So this implies quite a change for files.
Sorry about conflicts which will be caused.
directory Interface::CGI should now be dropped.
I noticed that many scripts (reports ones, but also some circ/stats.pl or opac-topissues) still use Date::Manip.
- checkaccount and getborraccountno => GetBorrowerAcctRecord
Many changes in names,
some changes in function signature.
