If a fund is created with a amount of 0, it will not appear in the fund
list (when a new order is created for instance).
0 allocated funds can be used to track donations and other situations
where there is not an expected amount for the year.
Test plan:
0. Do not apply the patch
1. Create 1 active and 1 inactive budgets
2. Create some funds for each budgets, with amount > 0 and amount == 0
3. Add orders to basket
=> Note that the funds with amount == 0 are not displayed
4. Apply the patch
5. Add orders to basket (using the different possible ways we have)
=> Note that the funds with amount == 0 are displayed
This change is applied to the different views of the acquisition module.

This patch modifies two pages so that the "Uncertain price" information
is shown by the template rather than the Perl script, making the text
translatable.
To test, apply the patch and go to Acquisitions.
- Locate or create an order in a basket which has an uncertain price.
- When viewing the contents of that basket the order which was marked
as having an uncertain price should be labeled "Uncertain."
- The same should be true for the invoice page. If you don't have an
existing invoice with an "uncertain" order,
- Go to "Receive shipments" for the vendor your "uncertain" order is
with.
- Create a new invoice.
- Receive one or more orders which has an uncertain price.
- Press the "finish receiving" button.
- In the "Invoice details" section of the invoice page you should
see the "Uncertain" label on the correct order.

update, and fixes code to display a hint of no reasons are defined
other minor updates to remove warns in logs

This patchset adds the ability to add adjustments to an invoice, one can
provide a reason, an adjustment amount, select a budget, and choose
whether to encumber the funds before the invoice is closed or not
To test:
1 - Create a new invoice with or without a shipping cost
2 - Note there are no existing adjustments
3 - Add an adjustment
4 - Submit the form withno changes, nothing happens
5 - Update the adjustment you created, ensure changes are saved but no
extra adjustment created
6 - Add another invoice prodiving only reason or amount (you can have 0
value adjustments)
7 - Verify the adjustment total at bottom is correct
8 - Recieve some orders
9 - Verify totals are correct

If no string is passed to output_pref, it needs to be called in scalar

Receiving orders process the comma as a decimal point
Invoices are displaying incorrectly when formatting total
Test Plan:
1. Open a basket
2. Place an order for an item with price > 1000, $4367.00 for example
3. Close basket
4. Receive order
5. Note on orderreceive.pl the price is populate as "4,367.00"
6. Receive/Save
7. Note the 'Actual Cost' is now $4.00, verify db contains 4 as well
8. Cancel receipt
9. Receive again, this time enter price as "4367"
10. Receive/save
11. Note actual cost is correct
12. Finish receiving
13. Note invoice reads total as $4.00
14. Check db. price in aqorders is correct but displaying incorrectly
15. Apply this patch
16. Repeat step2 1. 14, note errors are fixed

This patch create a Koha::Acquisition::Booksellers module and
Koha::Acquisition::Bookseller::Contract[s] modules.
All code in the acquisition module is adapted to use the CRUD methods of
Koha::Object[s].
The former C4 routines are removed.
Test plan:
Since a lot of files are impacted by this patch, try a complete
acquisition workflow and try to catch errors.
Be focused on bookseller and bookseller' contacts data.

Well, we have finally arrived here \o/
The method where the prices are calculated uses the equations listed on
the wiki page (http://wiki.koha-community.org/wiki/GST_Rewrite_RFC).
The ecost is calculated from the rrp (using the discount and the tax
rate). That's why we removed the ability to edit this value.
That's why we remove the ability to edit the ecost on ordering in a
previous commit (bug 12840).
The total is now calculated in the scripts. That's why this patch
removes lines in the test file.
In C4::Acquisition::populate_order_with_prices, the calculation on
receiving must depend on the 'invoiceincgst' supplier parameter, and not
listincgst (which is used on ordering).
It also removes the rounding errors, now we store "exact" values in DB
(10^-6).
The values will be displayed using the Price TT plugin it will round the
values for us.

This patch renames the variable according to the new DB column names
* gste => tax_excluded
* gsti => tax_included
* gstrate => tax_rate
* gstvalue => tax_value
This patch also modify the ModReceiveOrder subroutine:
* Edit vendor note on receiving is not possible, so the code should not
permit that.
* Update ModReceiveOrder to pass a hashref
And that's all!
git grep on gste, gsti, gstrate and gstvalue should not return any code
that can be executed.

When you notice a typo in your invoice number after finishing with the
receiving process, the only way to correct it right now is in the
database - or by undoing all the steps and starting over.
It would be nice if the invoice number could be edited.
Test Plan:
1) Apply this patch
2) Browse to acqui/invoice.pl for an invoice
3) Note the new "Invoice number" field contains the existing invoice
4) Alter the invoice number
5) Save the invoice
6) Note the invoice number has been updated
7) Edit the invoice again
8) Attempt to save the invoice with an empty invoice number field
9) Note that you cannot save the invoice without having an invoice number
Followed test plan, works as expected.

This patch replaces all use of C4::Dates with Koha::DateUtils, which is
the best practice to follow.
It also fixes a bug on the invoice search, the shipment date (from and
to) were not passed correctly from one page to the other.
Test plan:
1/ Search for orders using the different filters
2/ Create an invoice, try with setting and leaving empty the date
fields.
Default should be an undefined value (not today)
3/ Search for invoices and use the 4 different filters.
Close and reopen invoices.
The filters should be kept from one page to the other (not that it does
not work with shipment date before this patch).
4/ Receive an order, on creating the invoice, the default date should be
today.

Bug 12969 introduces a subroutine to centralize VAT and prices
calculation.
It should be use in the acqui/invoice.pl script.
Test plan:
0/ Don't apply the patch
1/ Create 4 suppliers with the different configurations
2/ Create a basket and create several orders
3/ Receive the items and create an invoice
4/ Go on the invoice page acqui/invoice.pl?invoiceid=XXX
5/ Verify you don't see any difference before and after applying the
patch on the invoice details table.
Note: The only different you should see is the price formating for
"Total tax exc.". Before this patch "432.10" was displayed "432.1".

The C4::Acquisition module should be exploded in order to add
readability and maintainability to this part of the code.
This patch is a POC, it introduces a new Koha::Acquisition::Bookseller module and put in
it the code from GetBookSeller and GetBookSellerFromId.
Test plan:
1/ Create a bookseller, modify it.
2/ Add contacts for this bookseller
3/ Create an order, receive it, transfer it
4/ Launch the prove command on all unit tests modified by this patch and
verify that all pass.

Since we switched to Template Toolkit we don't need to stick with the
sufix we used for HTML::Template::Pro.
This patch changes the occurences of '.tmpl' in favour of '.tt'.

Bug 10613 sent the billingdate as a string. The template wants a DateTime
object.
To reproduce:

Trivial fix for small regression (closed invoices are displayed as
"Open" on details page, and it's not possible to reopen the closed
invoice using "Save" button) introduced by bug 10613.
Test plan:
1) Create and close some invoices
2) Note that closed invoices are erroneously displayed as "Open"
on individual invoice[s] details page
3) Apply patch
4) Check previously closed invoices; their status on details page
should now be properly displayed as "Closed on ..." (and an option
for reopening would reappear as well)
5) Ensure that "Close" / "Reopen" checkboxes followed by "Save" button
do work as expected for individual open / closed invoices respectivelly.

Calculations on the invoice page now all appear to be correct.
Note: When you take a look at the 'ordered' list for the fund,
the actual price is used as entered.
6) Go on acqui/invoice.pl?invoiceid=XX acqui/basket.pl?basketno=YY for
each basket/invoice, click on the "Show all details" checkbox
and verify that the values are all correct.
Calculations are exactly the same for tax registered yes and no.

GetInvoiceDetails returns a hashref with a key named booksellerid, not
supplierid.
The bookseller was not retrieved from the DB and the listincgst value
was always false.

Test plan:
Defined a GST rate on creating an order, receive it and check that all
prices are correctly calculated.
/!\ Behavior change function of supplier parameters (Include/Don't
include tax for list prices and invoice prices)
Notes: patch tested with Bug 11755 applied first; confirmed that:
- price calculations are correct for all combinations of
listincgst/invoiceincgst settings in the vendor record
- unitprice (aka "Actual cost") is taken into account on the
invoice page instead of rrp/ecost, like it should.

Given how easy it is to accidentally receive items from one invoice on
multiple invoices, the ability to merge invoices can be quite handy.
This patch adds that ability to Koha's Acquisitions module.
To test:
1) Apply patch.
2) Run unit test:
> prove t/db_dependent/Acquisition/Invoices.t
3) Create two invoices from the same vendor for merging, and receive at
least one order on each.
4) Do a search on the Invoices page that brings up both the invoices you
created.
5) Check the boxes next to the two invoices.
6) Click "Merge selected invoices."
7) Choose which invoice you want to keep (the default will be the first).
8) Click "Merge."
9) Confirm that the resulting invoice has all the orders you received
listed on it.
10) Sign off.

There is currently no way to delete unused invoices (for example,
invoices created by mistake), and there really should be, since errors
and absent-mindedness can result in numerous empty invoices over the
course of years.
To test:
1) Apply patch.
2) Create three invoices in the Acquisitions module. For one of them,
receive at least one item. For the other two, do not receive any
items.
3) View one of the invoices that does not have any items on it.
4) Try to delete it. This should succeed.
5) View the invoice that has an item. There should not be any option
to delete it.
6) Do an invoice search that brings up the other invoice with no items
on it. Try to delete it from the results page. This should succeed.
7) Run the unit test:
> prove t/Acquisition/Invoice.t
8) Sign off.

This patch adds a new menu for vendor-related pages in which
vendor related "views" can be linked to: baskets, basket groups,
contracts, invoices, uncertain prices.
The acquisitions toolbar is pared down to vendor-related actions:
New basket, contract, or vendor; edit vendor, delete vendor,
receive shipment.
Other small improvements have been made to other pages: corrections
to breadcrumbs and title tags, adding useful links betweeen pages.
Vendor menu and toolbar are added to booksellers.pl
when there is only one "search result" (i.e. a vendor id is passed).
- Menu appears when booksellerid variable is present
- Redundant heading removed
- Additional variables added to enable proper display of the toolbar
- Revision corrects broken links pointed out by QA.
- Revision adds check of existing baskets and subscriptions as a
condition on display of the vendor delete button.
TODO: Add coverage of Basket groups page.
To test, navigate Acquisitions pages and test as many links and buttons
as you can, confirming that nothing is broken on vendor pages, invoice
pages, contract pages, uncertain price pages, etc.

Tests done:
1) New toolbar - vendor search
- no results = button to create new vendor shows
- 1 result = additional new options show
- more than one result = button to create new vendor shows
2) Vendor views
- acq toolbar consistent with 1 result in vendor search
- new tabs on the left
- checked all links have the needed parameters and work correctly
3) New toolbar - different pages
- Toolbar is formatted consistently
- Delete vendor shows only up when it should - no baskets or
subscriptions
- Links work correctly
Works nicely, great groundwork for further improvements.
