We should not give libraries the ability to compromise patron accounts,
it is considered a huge security issue and nobody in network security
would never recommend allowing passwords to be transmitted in clear text
over email.
It should simply not be possible to send a patron's password in plain text
via email. As such, we should remove this ability from Koha.
Test Plan:
1) Apply this patch
2) Create a patron to generate the ACCTDETAILS email
3) Note you can no longer transmit the patron's password in the email

This patch makes the status attribute an ENUM, setting the default value
as 'requested' as well. The chosen names are easier to read than single
letters. Also, renamed F into fulfilled (this impacts methods names as
well). This is because 'finished' or 'completed' is more a synonym for
old => 1...

In database, language_descriptions.description is VARCHAR(255).
language_subtag_registry.description is VARCH(25), it should have same size.
You can see in https://www.loc.gov/standards/iso639-2/php/code_list.php there is for example 'South American Indian languages'
Test plan :
1) Run atomic update
2) Check language_subtag_registry.description is now varchar(255)

db rev files are constructed with a return {...}, db rev 210600003.pl is missing return word.
I don't know if it can impact the db upgrade but we should fix it for consistency.

This patch removes the issue_id constraint from return_claims.
Due to the nature of our dual table approach to checkouts/old_checkouts
we can't safely hae this constraint and not lose data. Prior to this
commit, when an item is checked in we move the checkout from checkouts
to old_checkouts.. this therefore triggers the delete of the issue_id
from the return_claims table as described by the foreign key constraint.

A Yes/No system preference must use 1 for Yes and 0 for No.
So "Send" for 1/Yes and "Don't send" for 0/No.
We add too much problems with double-negation boolean system preferences (such as dontmerge).
Previous patch changed default value to 1 in atomicupdate, do the same
in installer/data/mysql/mandatory/sysprefs.sql
Also to be consistant, sets options = NULL instead of '' in atomicupdate
Also removed useless added empty line in /misc/cronjobs/overdue_notices.pl
