Fixes the language description of Vietnamese according to the
bug report and adds the German translation for the language
name.
To test:
- Run the database update
- Verify that the new descriptions Tiếng Việt shows
in advanced search language pull down
- Install German translations
- Verify that the German translation 'Vietnamesisch'
shows in the pull down when German is selected.

3) note the language name in language switcher (in staff client and

In the OPAC -> Advanced Search, the Language drop down menu incorrectly
lists Romanian as "Român (Romanian)" while the correct value (as reported
by Barry Cannon) is "Română (Romanian)".
This patch fixes that:
a) for _new_ installations by modifying
installer/data/mysql/mandatory/subtag_registry.sql (loaded by the web
installer when koha is installed), and also
b) for _existing_ installations by adding an atomicupdate file in
installer/data/mysql/atomicupdate/
Test plan:
1) In the OPAC, go to Advanced search (cgi-bin/koha/opac-search.pl).
2) In the 'Language' drop down menu, observe that the value for Romanian
is "Român (Romanian)".
3) Apply the patch, and run installer/data/mysql/updatedatabase.pl.
4) Refresh the Advanced search page in the OPAC. Confirm that the patch
worked, i.e. the Language drop down menu lists Romanian as
"Română (Romanian)" (notice the added 'ă').

This patch answers Jonathan's request to simplify this patchset a bit.
It removes the need for the .sql file, as _default_rule now defaults to
a fixed value (1, which was set by the removed .sql file).
This allowed to remove the overloaded ->delete method.
The tests have been adjusted to reflect this changes, including tests for
the new 'default'-if-absent situation.

This patch introduces new classes for handling refund lost item fee
rules. It introduces a new table for storing this rules.
It is designed so it is possible to define a global rule, and then
branch-specific ones. The specific is prefered if available.
This behaviour is fully tested by unit tests introduced by the following patches.
This cannot be tested on its own.

This patch renames translation files for Bengali
language, from ben-* to bn-IN-*.
Also adds India as region
To test:
1) Apply the patch
2) Run updatedatabase
3) Install Bengali language
cd misc/translator
perl translate install bn-IN
enable
Check correct description
4) Create and install a fake Bengali variant
cd misc/translator
perl translate create bn-XX
perl translate install bn-XX
enable both variants
Check correct rendering of region

It seems that the id's are not really used, but rather
the subtags, types, and language related fields.
These tests check for duplicates.
TEST PLAN
---------
1) Apply both patches
2) prove -v t/db_dependent/Languages.t
-- may fail if you have duplicates.
3) ./installer/data/mysql/updatedatabase.pl
-- this will trigger the atomicupdate, which because of
this tweak, will correct duplicates.
4) prove -v t/db_dependent/Languages.t
-- should succeed.
5) Run the updatedatabase.pl script multiple times.
6) prove -v t/db_dependent/Languages.t
-- should still succeed.
7) koha qa test tools.

This patch adds Georgian language and a fix wrong language code
Language added: Georgian - ka - geo
I selected 'geo' for ISO639-2 instead of 'kat' because it's the
same code form http://www.loc.gov/marc/languages/language_code.html
Also a fix is needed to Kannada ISO639-1 code, from 'ka' to 'kn'
To test:
1) Apply the patch
2) Run updatedatabase.pl (once)
3) Check language, e.g. go to staff > search > More options > Limits
and search for Georgian on language list
I only added language code 'ka', not script 'Geor' nor country 'GE',
the plan is to name translation files 'ka-*', but can ammend the patch
if needed.

This patch adds/updates languages, scripts and regions to
reflect what we currently have on translation server.
Languages, scripts and regions are ordered by respective code
To test:
1. Apply the patch
2. run updatedatabase.pl, must run without errors
3. Go to advanced search (opac/staff), more options, and check
language pulldown (verify you have an empty AdvancedSearchLanguages
syspref)
4. Remove contents from language_descriptions, language_rfc4646_to_iso639,
language_script_bidi, language_script_mappin and language_subtag_registry
5. Load installer/data/mysql/mandatory/subtag_registry.sql,
must load without errors
6. Repeat 3

This patch removes subtag_registry.sql from lang dirs,
and put it on a new mandatory dir
In that way we need to update only one file.
All similar files are removed.
To test:
1) Try a new install, or simply create a new database,
grant permissions on it, change koha-conf.xml to use
this database and go to staff page
2) Go step by step until all mandatory or optional sql
files are loaded. Check that subtag_registry.sql is
loaded.
3) Do it again but on other language. First install
translation and repeat 2), could use de-DE or fr-FR
