This patch modifies the staff client acquisitions-related adminisration
templates so that JavaScript is included in the footer instead of the
header.
To test, apply the patch and test the JavaScript-driven features of the
cart: All button controls, DataTables functionality, tabs, etc.

This patch makes changes to acquisitions-menu.inc so that the style
matches that of the Administration and Tools sidebar menus. The links
are now divided up between Acquisitions (/acqui/) and Administration
(/admin/). The link-highlighting JavaScript used elsewhere has been
added.
To test, apply the patch and view the Acquisitions home page.
- Check that the "Acquisitions home" link is highlighted (bold).
- Test the other Acquisitions links to confirm that highlighting works.
- Click any link in the Administration section of the sidebar menu.
- Confirm that everything looks correct and works correctly.

1. Go to /cgi-bin/koha/admin/aqbudgets.pl and notice that there is no link
to the aq home, there are other aq links but not back to the home
2. Apply the patch
3. Reload the page and notice there is link

This patch adds the links to EDI Accounts and Library EANs
to the menu on the left of the Acq module.
To test:
* Log in to Koha
* Visit Acquisitions
* Confirm that EDI links show on the menu on the right
if you have permissions to access EDI.

Some templates use Edifact and edifact. As EDIFACT
is an abbreviation, we should spell it like one.
To test:
- Check templates for occurrences of EDIFACT
- acquisitions navigation menu
- basket page
- basketgroup page
- EDIFACT messages page

Add support for processing incoming Edifact Quotes, Invoices
and order responses and generating and transmission of
Edifact Orders.
Basic workflow is that an incoming quote generates an aquisition
basket in Koha, with each line corresponding to an order record
The user can then generate an edifact order from this (or another)
basket, which is transferred to the vendor's site
The supplier generates an invoice on despatch and this will
result in corresponding invoices being generated in Koha
The orderlines on the invoice are receipted automatically.
We also support order response messages. This may include
simple order acknowledgements, supplier reports/amendments
on availability. Cancellation messages cause the koha order
to be cancelled, other messages are recorded against the order
Which messages are to be supported/processed is specifiable on a
vendor by vendor basis via the admin screens
You can also specify auto order i.e. to generate orders from quotes
without user intervention - This reflects existing
workflows where most work is done on the suppliers website
then generating a dummy quote
Received messages are stored in the edifact_messages table
and the original can be viewed via the online
Database changes are in installer/data/mysql/atomicchanges/edifact.sql

- Removing 'suggestions waiting' link from left-hand menu. A plain
'suggestions' link is still shown if suggestions are enabled.
- Putting back the 'pending suggestions' box that used to appear
on the Acquisitions home page. This will show, with a count
of pending suggestions, only if suggestions are turned on and
there are pending suggestions.

This patch renames the link to budgets to say 'budgets & funds'
and removes the links to funds (which went no where).
This patch also adds the acq menu to the budget pages.

top level: "Root Budget" becomes "Budget"
second level: "Budget" becomes "Fund"
third level and below: "Sub-Budget" is also a "Fund", but for things
like the "create sub-budget" link, they'll be changed to "create child
fund".
