This feature is designed to manage collections of items that move
from library to library periodically. Koha can already track who *has*
and item, and who *owns* and item, but not who *should have* an item.
That is the issue this feature addresses.
It allows a persion to create a collection, and add any number of items
to that collection. The collection can then be transferred from library
to library. If an item shows up at a library that does not currently
'hold' that collection, Koha will ask you to transfer it to the library
that does currently 'hold it. In that way, one can even transfer
collections where some of the items are currently checked out. As soon
as they make it back to a library, they will get transferred to the
current library holding that collection.
The feature consists of 4 main pages.
'Home' Page: The landing page, lists collections and provides access to
the rest of the tools.
Access is via the Tools page.
Edit Collections: Add/Delete new rotating collections
Add/Remove Items: Add/Remove items from a given collection
Transfer Collection: Set the current 'holder' of a given collection.
Librarian access is controlled by 'CAN_user_tools_rotating_collections'

batches, it is now possible to 'clean' a batch by
removing all bib and item records staged in the batch. This
has the effect of helping to reduce database space used
by old import batches as well as removing staged records
from the cataloging reservoir search. Note that 'cleaning'
a batch affects only the copies of the records that were staged;
if the batch was committed, cleaning the batch does not
affect any bibs and items that were committed into the catalog.
Also note that once you clean a committed batch of records, it is
impossible to undo the previous commit operation.

This is a small tool for quickly printing spine labels using dedicated label printers.
It is located in the Tools page as Quick Spine Label Creator.
The system preference SpineLabelFormat defines which fields will be displayed.
The pref SpineLabelAutoPrint will make the print dialog pop up automatically.
The CSS file spinelabel.css controls all presentation for the labels.

Used __odd__ variable instead of toggle in letter.tmpl. No toggle variable was defined in letter.pl.
The table in letter.tmpl uses jquery for highlighting so the above may not be necessary, unless javascript is turned off.

Adds another radio button to the edit holiday form. This is a partial fix, because you cannot make an edit to a single holiday for multiple branches.
Also fixed a small XHTML error and a wording error from my previous patch on holidays.tmpl (bug 3274).

Holiday exceptions only make since for repeatable holidays. Javascript showHoliday function was looking for a 'showTitle' id that no longer existed in the showHolidau form. Added a hidden input field because of the possibility of re-adding the title text input field at a later time.
Added code to determine whether a holiday as an exception or not, so that the "Delete this program" radio button changes to "Delete this exception" because that is the program's true functionality if the holiday is an exception.

Essentially, this patch provides the option to overwrite only matching
Extended Attributes, instead of all of them, treating the ext. fields more
like normal fields.
Several functions added to Members::Attributes with corresponding tests.

This patch adds a select box to the new holiday form that allows the user to copy the holiday to all branches. If a holiday for a particular location already exists for a location, that holiday and location is not changed.

If a user adds or edits a holiday, the calendar will now return to the month in which the user was working. Also after an add or an edit, if the user selects another location, the calendar remains in the same month for which the add or edit took place. The user sees a 'calendardate' parameter in the URL in the format that is chosen as the system preference. If an invalid date is entered in the url, the current date is used.
