The usedaysmode preference was missing the option to
calculate due date by finding the next open date on the
calendar instead of ignoring all days the library is
closed.

Per the following koha-devel thread, the use of
staff user subpermissions, AKA granular permissions, is
now the default behavior in Koha. This patch removes
the GranularPermissions system preference.

these prefs : FilterBeforeOverdueReport & DisplayClearScreenButton shouldn't be
lumped together - they do two very different things and have nothing to do with
each other.
this patch splits them into two individual preferences.

This system preference never worked; also, as far as I can tell,
the PINES oISBN service was experimental, not meant for production
use, and is not currently advertised.

[Documentation note by RM:
This patch adds a new system preference, OverduesBlockCirc,
that can take one of three values:
- noblock: checkouts permitted even if patrons
have overdue items (default)
- confirmation: circ operator asked to confirm checkout
- block: checkouts to patrons who have overdue
items are forbidden

This preference didn't make sense in Interface - it's a holds
policy related preference and so I've moved it to that area.

- Add preference OAI-PMH:ConfFile. I just add it in web-services.pref
and not in DB. It's enough. It's not an end-user preference. Without
this pref, OAI server operates as previously. And preferences editor
allow to add a new value to the DB if necessary.
- Fix response to ListMetadataFormats which was empty in extended mode.

Tweaked wording of the soundon syspref, added it to the non-English
SQL scripts, and created a DBrev. Thanks to Nahuel and Eric
for the French translation.

tab.
- Upgrade DB version to 3.2 .113
- Fix something wrong in UNIMARCslim2intranetDetail.xsl
- Display OPAC result and detail pages using those syspref.

This patch adds AcqCreateItem, CurrencyFormat, gist, and OrderPdfFormat back into the sys prefs interface.
Still missing are acquisitions, OrderPdfTemplate, and emailPurchaseSuggestions.

The missing syspref AllowHoldDateInFuture was added, and
OPACAllowHoldDateInFuture was moved next to it, on the Circulation
tab. Normally, it would go on the OPAC tab, but since both have to be
on for future holds on the OPAC, it's less confusing for them to be
together.
Note that most of the prefs that have been moved between tabs were
moved intentionally, because the old tab no longer made sense. If one
in particular seems wrong, please let me know.
