Bug 24545: Fix license statements
Bug 9978 should have fixed them all, but some were missing.
We want all the license statements part of Koha to be identical, and
using the GPLv3 statement.

Bug 21701: Have PayPal optionally return to originating OPAC url rather than OPACBaseURL
This enhancement will allow a library to choose whether to use the alias of the
current OPAC or the value of OPACBaseURL as the return url when making payments
via PayPal.

To test:
Note: you need to have PayPal enabled on your system (either Sandbox mode or
Live) and be using an alias URL for your OPAC.

1. Apply the patch.
2. With the option "PayPalReturnURL" set to "OPACBaseURL", log into a card via
the OPAC and start the process to pay in PayPal (you can either complete the
payment or cancel from the PayPal page). When you are returned to the OPAC, the
domain will be the value of OPACBaseURL.
3. With the option "PayPalReturnURL" set to "OPAC's alias", repeat the above
sequence to make a payment in PayPal. When you are returned to the OPAC, the
domain will be your current alias.

6a0246e248 Bug 22542: Force back button to display personal data
This is a follow-up of bug 5371

The following command must not return anything:
grep ^output_html_with_http_headers `git grep -l -P "authnotrequired\s*=>\s*0" opac`|grep -v force_no_caching

This must be a test somehwere to prevent further regressions.

323b1553b0 Bug 19173: Make OPAC online payments pluggable
While PayPal is fairly universal, there is a plethora of online
payment system that are far more localized, servicing a single
country ( e.g. Bug 18968 ) or even a single city! Instead of
adding support for each and every one of these payment options
directly into Koha, it makes more sense to add the ability to
create online payment plugins.

Test Plan:
1) Apply this patch
2) Download and install the Kitchen Sink plugin version 2.1.1 or later
   https://github.com/bywatersolutions/koha-plugin-kitchen-sink/releases
3) In the plugin options, enable the opac payments option
4) Create a patron with one or more fines
5) Log into the opac as that patron, note you now have the option
to pay online via KitchenSink ImaginaryPay
6) Make an online payment
7) Note the payment was processed correctly

Awesome enhancement! I know we want to add at least one Norwegian
payment service at some point.
I followed the test plan and everything works as advertised. Turning
off the "opac payments option" makes the option dissappear cleanly
from the OPAC. I have *not* looked at the code or done any
considerations about security.

10311769d4 Bug 19007 - Allow paypal payments via debit or credit card again
A recent change in Paypal has removed the previous default option of paying via debit or credit card without an account. To bring this option back, we need to send an additional parameter to the PayPal API.

Test Plan:
1) Enable paypal for your Koha instance
2) Ensure you are not logged in to PayPal
3) Attempt to pay a fine via PayPal
4) Not the the "Pay with Debit or Credit Card" option is missing
5) Apply this patch
6) Refresh opac-account.pl
7) Attempt to make a payment via PayPal again
8) Note the option "Pay with Debit or Credit Card" is now available

da052b3d10 Bug 16129: Remove URL::Encode dependency
This patch makes the PayPal integration feature independent from the
URL::Encode library, which is absent in some supported distributions.

It uses the URI package which is already a Koha dependency.

To test:
- Apply the patch
- Notice there are no deps for URL::Encode
- Follow the steps from the original patch
=> SUCCESS: It works as expected
- Sign-off :-D

Note: I deleted the line in which $amount_to_pay was url-encoded, because that's
one of the things query_form does (and the variable is only used as a parameter to it).
