On bug 17591 we discovered that there was something weird going on with
the way we export and use subroutines/modules.
This patch tries to standardize our EXPORT to use EXPORT_OK only.
That way we will need to explicitely define the subroutine we want to
use from a module.
This patch is a squashed version of:
Bug 17600: After export.pl
Bug 17600: After perlimport

And a lot of other manual changes.
export.pl is a dirty script that can be found on bug 17600.

We should use Koha::DateUtils instead of Date::Time directly
This patch simplay replaces calls to now() with a call to dt_from_string()
which does effectively the same thing.
Probably reading the code and verifying changes is sufficient but...
To test:
1 - confirm the files all compile
2 - confirm all tests pass
3 - confirm Koha still works

As said in the previous commit, I considered SetAge as unnecessary and
removed it.
Test plan:
1/ Edit a patron using the different 'Edit' links
2/ Play with the patron category limited to age ranges, and date of
birth
3/ You should get the expected warning if the date of birth is inside
the patron category date range.
To finish:

This should trigger the error. Attempts to shift system time
zones did not make sense as to the number of failures.
Added Time::Fake dependency, if it isn't installed these extra
tests don't run. There is a nice skip message about it.
Added License text.

This patch moves the logic of deciding whether or not a borrower is old enough to access this material
to its own function GetAgeRestriction.
This makes it easier to use AgeRestriction elsewhere, like with placing holds.
This feature adds a new function C4::Members::SetAge() to make testing ages a lot easier.
A ton of Unit tests included.
C4::Circulate::CanBookBeIssued() fixed and issue with undefined $daysToAgeRestriction per Marc Véron's
suggestion.

Configure Age Restricition (see Syspref AgeRestrictionMarker) and have a biblio record with e.g. PEGI 99 in age restriction field
Try to check out to a patron with age < 99
Check out should be blocked
Change entry in age restriction field to PEGI99
Check out schould now be blocked
2) With patch
Try checkouts again, behaviour should be th same.
