These routines ultimately need to be moved to the Koha namespace, for now though,
we can reduce look ups during import and batch modification by caching the values
here for each request
To test:
1 - prove -v t/db_dependent/ClassSources.t
2 - Import some records with items, confirm cn_sort values correctly built
3 - Edit some items, confirm cn_Sort correclty built

On bug 17591 we discovered that there was something weird going on with
the way we export and use subroutines/modules.
This patch tries to standardize our EXPORT to use EXPORT_OK only.
That way we will need to explicitely define the subroutine we want to
use from a module.
This patch is a squashed version of:
Bug 17600: After export.pl
Bug 17600: After perlimport
Bug 17600: Manual changes
Bug 17600: Other manual changes after second perlimports run
Bug 17600: Fix tests
And a lot of other manual changes.
export.pl is a dirty script that can be found on bug 17600.

It will take too much time to fix the failures here, given the
simplicity of the subroutines I would be in favor of deleting them and
continue the move on a separate bug report to use Koha::Object-objects

To test:
1) Go to Admin -> Classification sources
2) Attempt to reproduce bug before applying patch. Notice the message
saying the add was successful, but was not added to the table
3) Apply patch and refresh page (restart plack if necessary)
4) Add new classification source with same code as existing one. Notice
you are now told that the add failed.
5) Confirm adding new classification source with unique code works
6) Add new classification filing rule with same code as existing one.

This is not the way to go, we should use an eval instead.
But since we do not have RaiseError set, it will not work.
This module will need to be moved to Koha::Objects to be implemented

This patch gets rid of finish() and replace prepare_cached by prepare.
From the man page
finish()
Indicate that no more data will be fetched from this statement handle
before it is either executed again or destroyed.
You almost certainly do not need to call this method.
Adding calls to "finish" after loop that fetches all rows is a common
mistake, don't do it, it can mask genuine problems like uncaught fetch errors.
