We keep OPEN when people still use log_file or setsid.

My Koha testing docker SIP started dying repeatedly after launch. After investigation, I
found it was a problem with logging and default ports.
In D12 there is no syslog anymore, everythign uses journal. Four our purposes, lets log SIP issues
to sip.log by default
Attaching a patch to clear things up.
To test:
1 - Open KTD/D12
2 - tail -f /var/log/koha/kohadev/*.log
3 - On another terminal 'restart_all'
4 - Wait a bit, notice SIP dying
5 - Apply patch
6 - Update SIPconfig:
server-params:
log_file='/var/log/koha/kohadev/sip.log'
service with port 8023:
port="127.0.0.1:8023/tcp"
7 - Restart all
8 - Confirm SIP no longer dies

The module Log::Log4perl::Appender::Screen is attempting to change
binmode during unit tests for SIPServer and is failing because of
our tie in SIPServer.pm for reasons unknown.
This patch implements the perltie method TIEHANDLE which allows the
binmode to be handled in the C4::SIP::Trapper package.

Now that we have Koha::Logger, we should use it in our SIP server. This
has the potential to make debugging SIP issue much easier. We should add
the userid for the sipuser to the namespace so we can allow for separate
files per sip user if wanted.
Test Plan:
1) Apply this patch set
2) Update the modififed log4perl.conf to your system
3) Restart your sip server
4) Tail your sip2.log, run some queries
5) Note you still get the same output messages as before, with the
addition of the ip address and username ( if available )
prefixing the message.

Also modifies the log4perl.conf to lazy-open filehandles to log files,
so the same config can be used with log-files needing different
permissions.
