This patch implements the dateonly option for the rfc3339. This is
described in the OpenAPI 2.0 specification [1]. The required output
format is described on RFC 3339 [2], as 'full-date'.

With strict SQL modes, we are facing several issues when objects are stored.
The following errors can be raised by DBIx::Class when an object does not have
a valid (as defined at DB level) value:
- Incorrect integer value: '' for column COLUMN
- Incorrect decimal value: '' for column COLUMN
- Column 'COLUMN' cannot be null
- Field 'COLUMN' doesn't have a default value
- Incorrect date value: '' for column 'COLUMN'
We already handled some of them for Koha::Patron. As we do not want to provide such
changes for all Koha::* modules we are going to fix this at Koha::Object->store level
in order to provide a global fix.
This is related to bug 21599 (for item types) and bug 21596 (for patrons)
Test plan:
- Apply first patch, run the tests
=> Patch fail because of the previous error in Koha::ItemType->store, to make them pass
you can replace
$self->notforloan(0) unless $self->notforloan;
with
$self->notforloan(undef) unless $self->notforloan;
- Apply second patch, run the tests
=> They fail because of dates and/or integers values
- Apply third patch, run the tests
=> They now pass

It would be very convenient to be able to retrieve a bib's attached metadata objects directly from the biblio object. This would be very useful for Template Toolkit syntax in slips and notices where a library would like to use arbitrary metadata fields that aren't stored in the database.

This patch implements a route to change patron's password for
unprivileged users. It's intended for using in the OPAC (or however
consumers find it useful).
It is a starting point for the public API, and the bug also implements
the on/off switch some community members asked for.

This patch adds a check in Koha::REST::V1::Auth::under to catch all
routes that begin with 'public' (inside /api/v1). If they match, and the
RESTPublicAPI syspref is off, then an exception is thrown, rendering a
403 error to the consumer.
Otherwise the routes are processed as usual. This is THE on/off switch
for the public REST API. The target use case: people not wanting an OPAC
or public interaction with the API besides privileged users.
In order to test, the rest of the patches are needed because the only
way to test a route is having it in the spec.

This patch adds a new condition to Koha::Object->store so it catches
incorrect value-related DBIC exceptions.
This DBIC exceptions get now translated into
Koha::Exceptions::Object::BadValue exceptions with relevant parameters
passed.

This patch makes Koha::Patron->set_password expect a hashref as param
and adds support for an 'skip_validation' param to be passed. Its purpose is to
make the method skip the relevant password strength checks if required.
It targets the Auth_with_ldap.pm usage when the 'update_password' flag
is set in the configuration.
The tests on this bug cover this use case so, to test:

Consider transfer limits in Koha::Template::Plugin::Branches->pickup_locations.
This patch modified the mentioned method to consider branch transfer limits and
does not include any library in the returned list of libraries in case a branch
transfer limit applies for a given book or item.

This patch adds a new method, Koha::Libraries->pickup_locations. This method
takes either an item or a biblio as a parameter, and returns the list of
acceptable pickup locations by considering libraries' configuration to act
as a pickup location as well as any branch transfer limits that may apply.

7 - Report mistakes.
- On any table containing Mana-KB search results, you can report a mistake and add a comment.
8 - For each previous test, try to send wrong data, to delete the security token, to send nothing: it should show a correct warning message.

If there is no item linked to an account line, the ->item method should return undef.
Without this patch it explodes with:

As it is possible to partially pay off a fine that is still incrementing
we can end up in a position (when dropbox mode is enabled) where the
patron may be owed money by the library should they have paid off the
fine between dropping the item off in dropbox mode and the increment
that reverts the increase on the dropbox day.

This patch introduces a high-level method for updating existing debits,
similar to Koha::Account::add_credit and Koha::Account::add_debit.
It updates the Koha::Account::Line object, and adds an offset. It also
logs if required.
It whitelists the account types that are allowed to be adjusted, just in
case some others require adjusting, having a single source for truth.

In order to add features to this method, the current code would force us
to do it for each authentication method.
There's duplicated code that could be simplified. This patch makes the
authentication code just set $user on each block (oauth and cookie
authentication) and moves the final permissions check to the end of the
authenticate_api_request method.
Overall, the behaviour remains unchanged.
To test:
- Run:
$ kshell
k$ prove t/db_dependent/api/v1/auth_authenticate_api_request.t \
t/db_dependent/api/v1/oauth.t
=> SUCCESS: Tests pass! Nothing changed!
