This patch moves OPAC third-party assets from opac-tmpl/bootstrap/lib
to opac-tmpl/lib, eliminating some redundancy and making it simpler
to understand where such assets should be found.
To test, apply the patch and confirm that there is no longer a lib
directory under opac-tmpl/bootstrap.
Test various parts of the OPAC to confirm that assets are still loading
correctly. Everything should look right and work correctly. The
browser's developer console should be free of errors.

The switch to Font Awesome for more icons in the OPAC doesn't require a
Font Awesome upgrade but this is a good chance to do it.

Font Awesome is similar to Glyphicons included in Twitter Bootstrap,
except better in every way and more Free.
Test Plan:
1) Apply this patch
2) Edit the template for a page, and add a Font Awesome tag to it,
examples can be found here:
http://fortawesome.github.io/Font-Awesome/examples/
3) Reload the page and verify the icon displays.
