This patch adds a select multiple when you add/edit an itemtype, creates functions to return itemtypes by library, and filters the options of itemtype select in additem
To test:
1) Apply this patch set
2) perl installer/data/mysql/updatedatabase.pl
3) In koha administration => item types, edit "Books" itemtype
CHECK => there is now a select multiple whith libraries at the bottom
4) select centerville and save
5) set centerville as current libary
6) search for any biblio in the catalog
7) click on "edit items"
CHECK => book item type is present
8) set any other libary as current library
SUCCESS => book item type is not present
9) Sign off

It seemed strange to only add support for Daily loans in the feature
when Koha also support loan periods in hours. This patch adds parallel
functionaliy for hourly loan periods.

Some libraries would like to be able to charge a rental fee based on the
number of days an item will be checked out, as opposed to the flat fee
currently offered by Koha.
Test Plan:
1) Apply this patch
2) Run updatedatabase.pl
3) Edit an itemtype, add a daily rental fee of 1.00
4) Check an item of that itemtype out for 7 days
5) Verify the patron now has rental fee of 7.00

As requested by QA, we should move may_article_request out of Biblio.
For reasons of performance removed the wrapper layer of may_article_request
in opac-search. No need to look up all item types. For readability kept
the routine in the detail scripts.
Note for running ArticleRequests.t: A possible failure on the subtest
'search_limited' is addressed on bug 20866. So you can ignore that one.
As long as the subtest for may_article_request passes.

Removed the sql code from Itemtypes.pm and replaced it with DBIx
database query in the itemtypes.pl administrative script
Test plan:
1. In the staff interface, stage and manage MARC records for import
2. Try to delete an itemtype. If there are items of that itemtype in the
database then a message telling you the number of items of that
itemtype there are will be displayed.
3. Record that number
4. View the admin/itemtpes.pl script and confirm that there is sql code
written in this file.
5. Apply this patch
6. View the admin/itemtypes.pl script and observe that there is no sql
in this file. There is however DBIx code, for example
$schema->resultset('Item')->search({ 'itype' => $itemtype_code} );
which is searching for items with the itype value matching
$itemtype_code value.
7. In the staff interface try to delete the same itemtype
8. Record the number of items there are with that itemtype in the
resulting message
9. The numbers recorded in steps 3 and 8 should match showing that the
DBIx code is working as intended

If the Koha::ItemType object has been instanciated from a call to
Koha::ItemTypes->search_with_localization, we already have the
translated_description value. So there is no need to fetch it again from
the DB. This is what this trick does: if the translated_description
column exist in the DBIx::Class result source's column list, that means
the value has already been retrieved.

This patch fixes a regression introduce by bug 14828.
If an itemtype is translated, its description won't be displayed
correctly on the item search form.
Koha::ItemType->translated_description is only used once.
Test plan:
- define a translation for an item type (Administration ->
Item types -> Edit -> Translate into other languages)
- go on the item search form, the item type should be displayed
correctly.
QA note: This module is not covered by tests, it seems that I forgot to
write them...
