This patch updates the OPAC and staff interface to use Bootstrap 5.
Bootstrap CSS assets are now pulled from node_modules and compiled into
staff-global.css and opac.css at build time. This update lays the
foundations of some other chnages, especially the addition of a dark
mode in the future.
Hundreds of templates have been updated, mostly with updates to the grid
markup. Most of the responsive behavior is still the same with the
exception of improved flexibility of headers and footers in both the
OPAC and staff interface.
The other most common change is to add a new "namespace" to data
attributes used by Bootstrap, e.g. "data-bs-target" or "data-bs-toggle".
Modal markup has also been updated everywhere. Other common changes:
dropdown button markup, alert markup (we now use Bootstrap's "alert
alert-warning" and "alert alert-info" instead of our old "dialog alert"
and "dialog info").
Bootstrap 5 now uses CSS variables which we can override in our own
'_variables.scss' (in both the OPAC and staff) to accomplish a lot of
the style overrides which we previously put in staff-global.scss.

This patch makes some improvements to the Infinite Scroll cypress test to try and prevent random test failures
- Fixes X-Base-Count and X-Total-Count for intercepted requests
- Makes element selection more precise
- Adds an intercepted request returning the requrired result for the filtered search
- Awaits this request before selecting an element from the dropdown
- Awaits all 10 requests triggered by typing "License 50" rather than just the first one
- Ensures that the select dropdown is closed between operations by clicking into another field to remove focus from the select dropdown

This patch adds Cypress tests for the `record sources` CRUD as required
by QA.
I tried to cover all the UI interactions and behaviours.
To test:
1. Have all the patches applied
2. Run:
$ ktd --shell

If one library has a long name the "Delete" button will not appear on
the screen and the cypress test will fail
Timed out retrying after 10050ms: `cy.click()` failed because the center of this element is hidden from view
We can either increase the size of the screen or force the click even if
the button is not visible.
Test plan:
Edit a library and set info with long name, address, etc.
Run the cypress test:
yarn cypress run --spec t/cypress/integration/Auth/csrf.ts
Note the failure, you can watch the video and notice that the delete
button is not on the screen (t/cypress/videos/csrf.ts.mp4)
Apply the patch, try again
=> Succes

This patch adds some additional tests for usage reports to improve test coverage.
It also fixes a small error in the reports store - "platforms" v "platform". This was affecting which columns could be selected for platform reports

This is wrong: we are now showing a JS error (SyntaxError) instead of the expected 500: internal server error!
The problem was that a regular 500 does not have anything in the body,
and _fetchJSON didn't handle that ( JSON.parse(text) ).
If the body of the response does not contain anything we need to get the
text from statusText (which contains "Internal Server Error" in case of
500).
Test plan:
1. Make sure all cypress tests pass
2. Confirm the above:
Raise an exception from a given route (/agreements for instance) and
confirm that the error displayed on the interface is correct (ie. not
SyntaxError, but "Error: Internal Server Error")
For QA:
* This change is covered properly in Dialog_spec.ts, no need to redo it in
every other test files.
* Without the following change in count, we see:
"Something went wrong: Error: Error: Internal Server Error" because
setError is called twice. We don't need to set the error from count, it
has been set from _fetchJSON already.

Technical notes: Ideally we would have split TrainsFormAddItem to make some part
reusable, but it turned out into a complicated component that would have
been hard to maintain. It seems easier to have two different components.
Ideas to improve this area are welcome!

If a value is not in the AV list, or if it differs slightly, they would
like to force the modification of the value, without creating a new
authorised value.
Note that this could be a candidate for an option at the attribute
level if there are different needs (ie. for some attributes we don't
want to allow an other value).
