Adds a button on patron-related pages, "Search to hold"
Clicking search to hold sets a cookie with the patron's
borrowernumber and sends the user to the search page.
On subsequent search results pages the user will have
the option to place holds specifically for the remembered
patron. This works on the search results page (single
and multiple hold) and on the detail page.
The saved cookie will time out after 10 minutes or
be erased when a new patron is loaded by circulation.pl
New jQuery plugin added: jquery.cookie.min.js
Revision fixes some markup and corrects an error that would lead
to the hold being initiated for the remembered patron when this
was not intended.

This patch follows up on the addition of the 'edititems'
permission by adding a check of the new permission to places
in the interface which link to the edit item screen.
The catalogue toolbar had to be extensively re-worked in
order to ensure that the "New" and "Edit" menus would appear
(or not) whether or not edit_catalogue, edit_items, or
create_subscription permissions are on.

The template checks for a "count" variable (item count) to see
whether it should allow deletion of the biblio record. For some
reason labeledMARCdetail.pl hard-coded this as 1, which meant
the template always thought was 1 item.
This patch also adds an item count check on the display of
"Delete all items," disabling it if there are no items.

These were causing the OPAC details place hold button to disappear
in circumstances where a bib-level item type was set to a non-loanable
item type even when item-level_itypes was on.
This change does mean that if item-level_itypes is not turned on,
the hold button will now appear for bibs whose bib-level item type
has its not-for-loan flag set; however, if this is a problem, a
better long-term fix would be to use CanBookBeReserved() instead.

This also simplifies the display of the z39.50 search button on the search results page. It's overkill to use a YUI button when there are already simpler standard buttons in use in the same area.

NOTE TO DOCUMENTATION WRITERS: Due to the limitations in the serials module search
interface, some users may find it easier to use the standard catalog search to locate
an item on which to create a subscription record, and then use this new button to
create a subscription from the detail page.

* prior to this commit, virtual shelvesn't did not function in
the OPAC! Now they do, except for deletion from virtual shelves
in list form
* I've re-named 'Virtual Shelves' to 'Lists' as per our agreed
upon convention
* while vshelves aren't perfect yet, they're in enough of a working
state for the RC1 now

- the availability status was not available on result list. This patch reintroduces that
- notforloan as itemtype was not properly managed : an itemtype that was notforloan resulted in nothing in detail. Not, the user can't place a reserve anymore, and the status is correctly displayed
the fix is for OPAC as well as staff
(owen, pls, validate cat-toolbar.inc & catalogue/detail.tmpl)
