Robin Sheat	849547df68	Bug 7008 - create tmp dir for zebra Sometimes zebra needs a tmp dir in order to work. Bug 7008 - create tmp dir for zebra

Sometimes zebra needs a tmp dir in order to work. This ensures that it
is created both by koha-create-dirs in the packages, and by
rebuild_zebra when it runs.
