Basically the idea is:
1. Undefined subroutine &C4::Items::ModZebra called at /home/vagrant/kohaclone/C4/Items.pm line 302.
=> Then use C4::Items before C4::Biblio
2. Undefined subroutine &C4::Circulation::GetItem called at /home/vagrant/kohaclone/C4/Circulation.pm line 1290
=> Then use C4::Circulation before C4::Items
And sometimes these 2 rules do not work...

This patch deals with patron's discharges.
Test plan:
Same as previously you will need to request dischages at the OPAC.
On the staff interface the logged in user should not be allowed to see
discharge
from patrons outside his library group.
The number of discharges waiting displayed on the mainpage should be
correct as well.

GetMember returned a patron given a borrowernumber, cardnumber or
userid.
All of these 3 attributes are defined as a unique key at the DB level
and so we can use Koha::Patrons->find to replace this subroutine.
Additionaly GetMember set category_type and description.

Add shibboleth parameter to POD of set_userenv.
Removed a 12th set_userenv parameter from Borrower_Discharge.t.
Replaced set_userenv call in PatronLists.t looking like a fortunate typo.

Run the two corrected tests.

This patch makes t/db_dependent/Patron/Borrower_Discharge.t create
good sample data for its tests. It does so by creating a random
itemtype.
To test:
- Run
$ prove t/db_dependent/Patron/Borrower_Discharge.t
=> FAIL: lots of warnings about "item-level_itypes set but no itemtype
set for item"
- Apply the patch
- Run:
$ prove t/db_dependent/Patron/Borrower_Discharge.t
=> SUCCESS: Tests are green, and no warnings.
- Sign off :-D

In order to move IsMemberBlocked to Koha::Patron it makes sense to move
the code from Koha::Patron::Debarments::IsDebarred to
Koha::Patron->is_debarred.
Test plan:
1/ Add a restriction to a patron
2/ make sure he is not able to checkout items any more
3/ Make sure he cannot get a discharge
4/ Put a hold and make sure you get "Patron has restrictions"

The 'borrower' should not be used anymore, especially for new code.
This patch move files and rename variables newly pushed (i.e. in the Koha
namespace).
Test plan:
1/
git grep Koha::Borrower
should not return code in use.
2/
Prove the different modified test files
3/ Do some clicks in the member^Wpatron module to be sure there is not
an obvious error.
