Most of the time the tests are failing because the item is not created
correctly (missing biblio and/or biblioitem).
The usual error is:
t/db_dependent/selenium/regressions.t ..... 5/5 Can't call method "leader" on an undefined value at /kohadevbox/koha/Koha/SearchEngine/Elasticsearch.pm line 534.
In this patch we are making sure $builder->build({ source => 'Item' })
is replace with $builder->build_sample_item

Turn on Elastic and confirm that all the tests pass!

For a new record, store should fill created_on.
The database will always update the timestamp updated_on.
Since open also calls SUPER::store, we do not need to call it twice.
Test plan:
[1] Run t/db_dependent/ArticleRequests.t
[2] In the interface, add two article requests. Change the status of one
to PROCESSING. Check created_on and updated_on in the article_requests
table. The changed request should have updated_on > created_on.

This pref allows you to always display the link on search results.
Which is the previous behavior ;) It will raise false positives, whereas
the algorithm may result in false positives or negatives (depending on
default item type and circulation rules).
When upgrading the pref is set to always (current behavior), new installs
get the new calc value using the algorithm in may_article_request.

As requested by QA, we should move may_article_request out of Biblio.
For reasons of performance removed the wrapper layer of may_article_request
in opac-search. No need to look up all item types. For readability kept
the routine in the detail scripts.
Note for running ArticleRequests.t: A possible failure on the subtest
'search_limited' is addressed on bug 20866. So you can ignore that one.
As long as the subtest for may_article_request passes.

Instead of saving the state locally in a variable during Plack lifetime,
we move the saved hash to the cache. We clear the key when we enter
smart-rules.pl. This makes a change in circ rules immediately effective.

This routine looks at the issuingrules and makes a fast 'intelligent
guess' if article requests may be allowed for item types while
branch code and patron category may not be available.
We also add Koha::Biblio->may_article_request using the routine based
on default item type or parameter. Implemented as both class and instance
method. Added a few tests.

The unique constraint on userid is handled in TestBuilder. So let's use it.
The two tests if count==$count do not make much sense anymore when we
call ->count a few lines before. The check with search_limited is enough.

Previous patch from Marcel removed the data from article_requests, I do
not think it is a good idea to remove existing data, it could hide bugs.
This patch moves the count inside the subtest block in order to have the
correct value when these tests are executed.
Previous code was broken: Koha::Patron->store does not generate a
userid, and ->search_limited did not work correctly
(Koha::Patron->has_permission returned early because of the non-existing
userid, 'return unless $self->userid;');

Tests in db_dependent may expect a Koha database, but should not rely on
hardcoded categories, currencies, branch codes, etc.
This patch fixes a bunch of those. But this is a continuous project. We also
need QA to closely watch new edits.
