There are lot of inconsistencies in our ->search calls. We could
simplify some of them, but not in this patch. Here we want to prevent
regressions as much as possible and so don't add unecessary changes.

This patch makes Koha::AuthorisedValues inherit the
'search_with_library_limits' method from Koha::Objects::Limit::Library.
This was left out of the original implementation and this patch makes
this library have a similar implementation to that of Koha::ItemTypes,
etc.
To test:
1. Run:
$ kshell
k$ prove t/db_dependent/AuthorisedValues.t
=> SUCCESS: Tests pass!
2. Apply this patch
3. Notice Koha::AuthorisedValues now inherits this new library
4. Notice the overloaded ->search method is removed
5. Repeat (1)
=> SUCCESS: The behavior of the newly used method on the tests is the
same as before. We only changed the method name and how we pass the
library_id.
6. Sign off :-D

This patch adapts the controller script for handling authorised values,
and the tests to reflect the method names changes.
To test:
- Verify you can add/delete/edit authorised values with/without branch
limitations, as usual
=> SUCCESS: All works as usual!
- Run:
$ kshell
k$ prove t/db_dependent/AuthorisedValues.t
=> SUCCESS: Tests pass!

Tests in db_dependent may expect a Koha database, but should not rely on
hardcoded categories, currencies, branch codes, etc.
This patch fixes a bunch of those. But this is a continuous project. We also
need QA to closely watch new edits.
Accounts.t: hardcoded category PT replaced
Acquisition/OrderFromSubscription.t: hardcoded USD
Acquisition/StandingOrders.t: same
ArticleRequests.t: create itemtype, branch and category for testing
AuthorisedValues.t: remove $dbh, add two test branches

Most of the time we just need the descriptions (lib or
opac_description), so let's add a new method for that and cache the
descriptions in L1.
Ideally we should cache it in L2 as well, but the AV code is not robust
enough to allow that

The subroutine C4::Koha::GetAuthValCode returned the authorised value
category for a given kohafield.
This can be acchieve easily using a new Koha::AuthorisedValues->search_by_koha_field
method which will mimic search_by_marc_field.
Test plan:
Confirm that the description is correctly displayed on the following
pages:
- detail and moredetail of a bibliographic page (itemlost, damaged, materials)
- Set AcqCreateItem=ordering and receiving items.
The description for notforloan, restricted, location, ccode, etc.
field should be displayed.
- Items search form
- On the checkout list from the circulation.pl and returns.pl
pages, the description for "materials" should be displayed
Note that GetKohaAuthorisedValuesMapping is going to be removed on bug
17251.
Followed test plan, works as expected.

This patch adds a new Koha::AuthorisedValues->search_by_marc_field
method.
It will permit to replace several subroutine from C4::Koha dealing with
authorised values.
It also uses this new methods to replace an occurrence of
GetKohaAuthorisedValuesFromField in C4::Record::marcrecord2csv
