Test plan:
0) Apply the patch
1) Install all affected languages: de-DE, es-ES, fr-CA and pl-PL
2) Remove and recreate Koha database
3) Go through web installer in English and don't forgot to load sample Z39.50 servers
4) Go to Administration -> Z39.50/SRU Servers and confirm the sample
servers are here, but columbia.edu is not here
5) Repeat 2-4 for other languages: de-DE, es-ES, fr-CA and pl-PL

Removes the Smithsonian as a target installed with the
sample data during installation.
Also adds the newer LOC authority targets to files where
they were missing.
To test:
- Verify the Smithsonian has been removed from all
translated installers
- Verify the files are still valid SQL and install
correctly
NOTE: There was tiny scope creep which included ensuring
there were two Authority z39.50 servers as well.
Text files properly reflect the removal.
SQL 'source' of SQL files worked properly.
Was able to Z39.50 search for all of the 'en'.

Add LOC SRU server to sample servers installed.
This patch modifies four language files: de, en, es and nb.
For the other languages this may not be useful.
Test plan:
You could test this by using the webinstaller.
But you could also (backup) and delete your records in z3950servers, and
run the sample_z3950_servers.sql file from the command line.
Check if you see the new SRU server.
Tested using mysql. I truncated the table (to reset the IDs as well) and then ran the file. Works as expected.

Part of the patch for bug 11260 had the effect of undoing
commit 5aae737, thereby adding back two undesirable things:
- use of backticks in the SQL
- setting z3950servers.id explicitly

Mandatory:
- adds auth_values.sql and .txt with YES_NO referenced in patron_attributes.sql
- updates sample notices with redone slip templates (ISSUESLIP, ISSUEQSLIP,
RESERVSLIP, TRANSFERSLIP)
- adds German translations to subtag_registry.sql and copies updated file
from en to de-DE
- adds translation for new course_reserves permission to userflags.sql
- adds translations for new permissions in userpermissions.sql
- Fixes typo IndependantBranches in English userpermissions.sql
Optional:
- adds csv_profiles.sql and translation of the serial claims profile
- adds z39.50 servers for authorities to sample_z3950_servers.sql
To test:
- Run web installer in English
- check all sample files, make sure they all install without SQL errors
- check language list on advanced search displays correctly still
- check area/language list on tools > news displays correctly still
- check permissions for correct spelling of IndependentBranches
- Run web installer in German
- repeat checks from above
- also check: authorised values, especially existence of YES_NO
- all permissions are translated now
- slip notices are all there and look right
- new z39.50 servers for authorities are available
- csv profile for serial claims is available and works as expected
... and anything else you can think of.

services, so we may as well showcase the new authority Z39.50 search
functionality.

[1] Added MARC-8 as an encoding choice on the target
administration page.
[2] Fixed TMPL coding errors.
[3] Set the correct encoding (as it happens, 'MARC-8')
for all of the English sample Z39.50 targets.
Documentation note: due to this patch and the ones from
Frederic, screenshots of the page for editing a Z39.50
target should be redone.
