Cleanup and enhance bookcount.pl and .tmpl
...
Eliminated bug with date handling outputting an English string.
Row striping added. Highlight for "my branch" row added.
GetBranchesLoop used instead of recreating data structure, so we get the
benefit of branches being sorted (by display name).

Bug: 2259: eliminate lines too long for git to use.

This patch modifies 13 HTML templates and includes that have lines in them longer than 998 characters. Lines this long are known to break git.
I believe that none of these change behaviour at all, but I'm concerned about one of them. It adds whitespace (carraige returns) inside a <title> tag. I'm not certain that all browsers will deal with this OK.
No documentation changes necessary here.

Adding new circulation-home, what we ultimately hope to be a "dashboard" interface for circulation functions. circulation-home.pl was created by copy-and-paste, so it should be reviewed. Circulation sub-pages' breadcrumb links have been updated to point to circulation-home.

New basic page structure implemented for circ pages: global main menu in the header, resident search box and logo, followed by breadcrumb navigation. Added circ-menu.inc for left-hand sidebar menu (needs revision), circ-search.inc which defines the resident search box for circ pages, additions to staff-global.js to handle tab-switching in search box.
