lacking; This patch attempts to explain what the code appears to
achieve.

This patch adds the recording and display of the item issuer. This
behaviour is governed by the RecordIssuer syspref, if disabled (the
default), no recording or display of issuer will take place.

This patch adds a 'library' relationship to the Issue and OldIssue
resultsets, to be used in the Koha::*Checkout classes corresponding
accessors. This way we will be able to eventually embed and filter on
library fields on the API.
The ->library method is then added to the classes-

We should use Koha::DateUtils instead of Date::Time directly
This patch simplay replaces calls to now() with a call to dt_from_string()
which does effectively the same thing.
Probably reading the code and verifying changes is sufficient but...
To test:
1 - confirm the files all compile
2 - confirm all tests pass
3 - confirm Koha still works

This patch adds a to_api_mapping method to the class. This in effect
enables calling ->to_api on the object. The mapping is borrowed from the
API controller. It is not removed from the controller so we are able to
verify (through the tests) that there is no behavior change.
Once this is pushed we need to implement the counter-wise methods and
clean the controllers.
To test:
1. Run:
$ kshell
k$ prove t/db_dependent/api/v1/checkouts.t
=> SUCCESS: Tests pass
2. Apply this patch
3. Repeat (1)
=> SUCCESS: Tests still pass!
4. Sign off :-D

This patch adds a new method Koha::Checkout->is_overdue and provide tests
to cover it.
The goal is to behave like GetItemIssues set the 'overdue' flag to
issues.
I don't understand why the existing GetItemIssues truncate dates to
minutes, so I did not recreate this behavior.

This bug is the beginning of a conversion from our current bespoke
syntax for slips and notices to Template Toolkit syntax.
This patch is the initial seed which will evolve over time.
With this addition, we can take advantage of our Koha Objects
to greatly simplify the processing of Slips and Notices over time.
Test Plan:
1) Apply this patch
2) Ensure you have the default CHECKOUT notice
3) Check out and return an item for a patron
4) Note the text of the CHECKOUT notice
5) Replace your CHECKOUT notice with the following:

6) Repeat step 3
