Check verifies that all subfields for each tag
are assigned to the same editor tab (or are ignored).
This situation can lead to data corruption, because
if an incoming MARC record has a field whose subfields
are assigned to different tabs, the first time that
record is saved in the bib editor, the field
will be split into multiple versions, each containing
the subfields assigned to a given tab.
Errors identified by this test known
in the MARC21 frameworks - I'm working on a patch to
correct those.

the 3 parameters :
intranetcolorstylesheet => C4::Context->preference("intranetcolorstylesheet"),
intranetstylesheet => C4::Context->preference("intranetstylesheet"),
IntranetNav => C4::Context->preference("IntranetNav"),
are filled by Auth.pm automatically, removing them in templates

So this implies quite a change for files.
Sorry about conflicts which will be caused.
directory Interface::CGI should now be dropped.
I noticed that many scripts (reports ones, but also some circ/stats.pl or opac-topissues) still use Date::Manip.
Create output_html_with_http_headers function to contain the "print $query
->header(-type => guesstype...),..." call. This is in preparation for
non-HTML output (e.g., text/xml) and charset conversion before output in
the future.
Created C4/Interface/CGI/Template.pm to hold convenience functions specific
to the CGI interface using HTML::Template
Modified moremembers.pl to make the "sex" field localizable for languages
where M and F doesn't make sense
this script checks MARC parameters and try to detect tome errors in configuration.
currently checks 7 differents things.
The 1.3.3 MARC21 parameters fails miserabily to this test : 3 errors !!!
