The offline circulation list template doesn't need to include the
tablesorter plugin, it's unused. This patch removes it.
To test, submit some circulation transactions through the Firefox
offline circulation addon. Load the offline circ page
(offline_circ/list.pl). Confirm that there are no JavaScript errors, and
that "check/uncheck all" links work correctly.
Signoff comment: Test plan works as expected. Firebug and Chrome's builtin developer tool don't raise any errors.

The primary advantage to the Firefox offline cirulation plugin when compared
to the offline circulation desktop application, is the ability to add offline
circulation actions to a queue so that multiple machines running offline
circ can have their circ actions combined and ordered chronologically before
being executed. This commit adds the ability to put actions from uploaded
KOC files into this queue. In this way, both the FF plugina and the desktop
application can be run side by side with no ill effects.

This patch replaces the XHTML DOCTYPE with an HTML5 one. The HTML5
validator seems to be significantly different than the XHTML one,
so I'm seeing lots of new errors. This patch includes corrections
for one: Deprecation of the "language" attribute of <script>
tags.
To test, view pages in the OPAC and staff client. They should
appear as normal. Numerous validation follow-ups will be required,
but I suggest these be handled incrementally.

Internationalization fix: Offline circulation operations in
Circulation.pm return English strings for display in the
template. These strings can't be translated, so we must check
their values in the JavaScript and return a translatable
string based on their values.
Interface change: Switching to text links for checking/unchecking
checkboxes since that is more consistent with other areas in
Koha.

Offline circ : You now can upload all offline files from the Firefox extension.
Once all circ desks have uploaded the file, the librarian can apply all of them, sorted by date.
This avoid the problem of someone issuing an item on desk A, returning it on desk B.
Before this improvement, if desk B uploaded the file before A, the return was applied before the issue,
resulting in the items reamining issued.

If an offline circulation file is large, process_koc.pl
could time out before processing all of the transactions.
To prevent this, the processing can now be run in the
background, with an AJAX loop to check the job's
status.
As a consequence of the patch, the UI for uploading offline circ files has
changed slightly. One must select a file, click the "upload file" button, then
click the "process offline circulation file" button.
Also removed the now-superfluous upload_koc.pl, added the warnings pragma,
and fixed a typo in the template.
