The previous query was wrong. If an item type did not contain the
translation in the interface's language, the ->search_with_localization
did not return it at all.
What we need is definitely to add a second condition on the join.

The subroutine C4::Koha::GetAuthorisedValueByCode returned the
description (staff or opac) for a given authorised value.
Note that we may need a unique key to ->find instead of ->search.
Test plan:
- Checkin an item that cannot be checked in because it's lost, the
message should display the AV description
- Generate a letter with borrowers.streettype equals an ROADTYPE AV, the
description should be displayed.
- Edit a patron attribute type, the AV dropdown list should be
displayed
- Create the PA_CLASS AV category (see bug 7154) and make sure it
behaves as before when editing a patron
- The checkout list should display descriptions for LOC, LOST and
DAMAGED

This is the fourth and last patch set to remove C4::Branch.
The real purpose of this patch is to standardise and refactor some code
which is related to the libraries selection/display.
Its unconfessed purpose is to remove the C4::Branch package.
Before this patch set, only 6 subroutines still existed in the C4::Branch
package:
- GetBranchName
- GetBranchesLoop
- mybranch
- onlymine
- GetBranches
- GetBranch
GetBranchName basically returns the branchname for a given branchcode.
The branchname is only used for a display purpose and we don't need to
retrieve it in package or pl scripts (unless for a few exceptions).
We have a `Branches` template plugin with a `GetName` method which does
exactly this job.
To achieve this removal, we will use this template plugin and delete the
GetBranchName from pl and pm files.
The `Branches.all()` will now select the library of the logged in user
if no `selected` parameter has been passed.
This new behavior could cause regressions, for instance there are some
places where we do not want an option preselected (batch item
modification for instance), keep that in mind when testing.
GetBranchesLoop took 3 parameters: $branch and $onlymine.
The first one was used to set a "selected" flag, for a display purpose:
select an option in the libraries dropdown lists.
The second one was useless: If not passed or set to 0, the
`C4::Branch::onlymine` subroutine was called.
This onlymine flag was use to know if the logged in user was able to see
other libraries infos.
A patron can see the infos from other libraries if IndependentBranches
is not set OR if he has the superlibrarian permission.
Prior to this patch set, the "onlymine test" was done on different
places (neworderempty.pl, additem.pl, holidays.pl, etc.), including the
Branches TT plugin. In this patch set, this test is only done on one
place (C4::Context::only_my_library, code moved from
C4::Branch::onlymine).
To accomplish the same job as this subroutine, we just need to call the
`Branches.all()` method from the `Branches` TT plugin. It already
accepts a `selected` parameter to set a flag on the option to select.
To avoid the repetitive
[% IF selected %]<option selected="selected">[% ELSE %]<option>[% END %]
pattern, a new `html_helpers` TT include file has been created, it
defines an `options_for_libraries` block, which takes a `selected`
parameter. We could imagine to use this include file for other
selects.
The 'mybranch` and `onlymine` subroutines of the C4::Branch package have
been moved to C4::Context. onlymine has been renamed with
only_my_library. There are only 4 occurrences of it, against 11 before
this patch set.
There 2 subroutines are Context-centric and it makes sense to put them
in `C4::Context` (at least it's the least worst place!)
GetBranches is the tricky part of this patch set: It retrieves all the
libraries, independently of the value of IndependentBranches.
To keep the same way as the existing calls of `Branches.all()`, I have
added a `unfiltered` parameter. If set, the `Branches.all()` will call
a usual Koha::Libraries->search method, otherwise
Koha::Libraries->search_filtered will be called. This new method will
check if the logged in user is allowed to see other libraries or only
its library.
Note that this `GetBranches` subroutine also created a `category` key:
it allowed to get the list of groups (of libraries) where this library
existed. Thanks to a previous patch set (bug 15295), this value was
not used anymore (I may have missed something!).
Note that the only use of `GetBranch` was buggy (see bug 15746).
Test plan (for the whole patch set):
The best way to test this whole patch set is to test with 2 instances: 1
with the patch set applied, 1 using master, to be sure there is no
regression.
It would be good to test the same with `IndependentBranches` and the
without `IndependentBranches`.
No difference should be found.
The tester must focus on the library dropdowns on as many forms as
possible.
You will notice changes in the order of the options: the libraries will
now be ordered by branchname (instead of branchcode in some places).
A special attention will be given to the following page:
- acqui/neworderempty.pl
- catalogue/search.pl
- members/members-home.pl (header?)
- opac/opac-topissues.pl
- tools/holidays.pl
- admin/branch_transfer_limits.pl
- admin/item_circulation_alerts.pl
- rotating_collections/transferCollection.pl
- suggestion/suggestion.pl
- tools/export.pl
Notes for QA:
- There are 2 FIXMEs in the patch set, I have kept the existing behavior,
but I am not sure it's the good one. Feel free to open a bug report and
I will fill a patch if you think it's not correct. Otherwise, remove the
FIXME lines in a follow-up patch.
- The whole patch set is huge and makes a lot of changes.
But it finally will tremendously reduce the number of lines:
716 insertions for 1910 deletions

correctly (select the entry you have choosen before, etc.)
- Edit a subscription, the location dropdown list should select the
correct value.
- Edit and view a suggestion with a 'reason for suggestion' set (you
should have at least 1 OPAC_SUG AV defined)

This patch uses the new SUGGEST_FORMAT authorized value list for
populating the list of suggestion item types/document types. It
also improves the display by using the staff or OPAC description of
the authorised value rather than the code.
To test:
[1] Enter a suggestion via the OPAC and select an item type (which
I will call "desired format" for the rest of this test plan).
[2] Verify that the saved suggestion displays the desired format
description in both staff and OPAC.
[3] Verify that organizing the list of suggestions by item type
now works in the staff interface, rather than displaying "Unknown"
in each tab header.
[4] Verify that existing suggestions' desired formats are displayed
correctly.
[5] Verify that suggestions can have their desired format edited
in the staff inteface.

On the suggestion list view, if you set a status, it won't be saved.
Test plan:
1/ Create a suggestion
2/ Go on the suggestion list view (suggestion/suggestion.pl)
3/ Select a suggestion and marked it as "rejected" (or the status you
want) and choose a reason
4/ Save
5/ Browse you suggestions DB table (using your favorite MySQL CLI) and
verify that the "reason" field is correctly filled.
Works as expected.

The default value for *by and *date fields is NULL.
But without this patch, the values are 0 or 0000-00-00.
It comes from the fact that the form set to an empty string the values
and DBIX::Class does not consider them as undefined.
This patch is very ugly, not sure how we can fix that.

C4::Dates->today returns a string formatted depending on the dateformat
syspref.
Before the original patch, SQLHelper managed both format (string
formatted and DateTime.
Now DBIX::Class only manages DateTime, so the call to NewSuggestion and
ModSuggestion should pass a DateTime object

With this patch, the subroutines NewSuggestion and ModSuggestion use DBIx::Class instead of C4::SQLHelper.
Moreover, the tests and the .pl have been adapted.
Test plan:
1) Apply the patch.
2) Execute the unit tests by launching :
prove t/db_dependent/Suggestions.t
3) The result has to be a success without error or warning :
t/db_dependent/Suggestions.t .. ok
All tests successful.
Files=1, Tests=91, 2 wallclock secs ( 0.05 usr 0.01 sys + 1.65 cusr 0.09 csys = 1.80 CPU)
Result: PASS
4) Log in the intranet, create a suggestion and verify the created suggestion.
5) Edit a suggestion from the intranet and verify the suggestion is correctly modified.
6) Log in the OPAC and verify you can add a suggestion.

Since we switched to Template Toolkit we don't need to stick with the
sufix we used for HTML::Template::Pro.
This patch changes the occurences of '.tmpl' in favour of '.tt'.
To test:
- Apply the patch
- Install koha, and verify that every page can be accesed

The tabbed display in suggestions offers different options to organize
the tabs. The descriptions on the tabs and some of the search options were
not working correctly, displaying as "Unknown".
To test:
- Add several suggestions to your installation, make sure you have:
- suggestions from different users
- suggestions managed by different users
- suggestions with different statuses
- suggestions with different selected item types
Test all the 'organize by' options (except "Organize by: Library"
- see note below), make sure that the tabs and search options
have correct descriptions and do no longer display as "Unknown".
- Add 1 or 2 custom status to SUGGEST_STATUS authorized value.
- Verify display is still correct and your new status are displayed.
Note: "Organize by: Library" option is currently severely broken
(and not easily fixable, especially for 'IndependentBranches'
enabled). But this turns out to be a separate issue, with a different
underlaying causes, and it's outside the scope of this patch.
This should be dealt with later, in it's own bug report.

The method of checking the logged in user for superlibrarian privileges
is obtuse ( $userenv && $userenv->{flags} % 2 != 1 ) to say the least.
The codebase is littered with these lines, with no explanation given. It
would be much better if we had one subroutine that returned a boolean
value to tell us if the logged in user is a superlibrarian or not.

2) Verify superlibrarian behavior remains unchanged

This patch adds a new tab to the patron side menu for purchase
suggestions. From this new tab, a librarian can view the patron's
existing purchase suggestios and also create new suggestions in the
name of that patron.
Test Plan:
1) Apply patch
2) Ensure the system preference 'suggestions' is enabled
3) View the details for a patron
4) Click the new 'Purchase suggestions' tab
5) Click the 'New purchase suggestion' button
6) Add the new purchase suggestions
7) You should now end up back at the borrower's purchase suggestions
8) Verify the new purchase suggestion was added

This patch allows for the addition of new suggestion status by adding
authorised values of the category SUGGEST_STATUS
I sign it off. Details of my test plan :
1. Applying the patch
2. Checking existing suggestions, in staff view and opac : ok
3. Creating a new suggestion in staff and in opac : ok
4. Moving a suggestion into one of the old categories : ok
5. Adding a new authorized value category named SUGGEST_STATUS and fill it with 3 values :

8. Checking tabs visible : new tabs for tata, titi, toto, but also a new "Unknown" tab with 0 record.
Maybe point 8 could be fixed in a followup.

The patron can choose to see other's as well, it's just the default.

This problem turned out to be a bit different, than I initally thought.
This patch fixes the currency selections for new orders created in staff.
Before this patch, the first currency in the list was selected instead
of the active currency. So you needed to change it explicitly.
After patch it should work like this:
1) Suggestion created in OPAC - currency defaults to NULL in database
2) Editing a suggestion created in OPAC will default to active currency.
3) Creating a new suggestion in staff will default to active currency.
4) When ordering, the currency will default to the vendor currency, if no
currency is set in the suggestion. (still happens, when suggestions are accepted
in batch from the list.
I hope this is right - comments and testing appreciated.

If a suggestion is associated to a budget that was deleted, an error was
returned because we try to get the name of a budget that doesn't exist.
With this fix, the page is shown without errors.
