The current implementation relies on existing borrowers on the DB.
Even when the DB itself doesn't have a FK constraint, the function
that retrieves the reports from the DB relies on get_saved_reports_base_query
which creates a query that JOINs the full query with the 'borrowers' table, on
the borrowernumber. So it is doomed to fail on some scenarios.
Specially because the current tests expect specific borrowernumber values
to be present (1, 2 and 3).

This patch fixes the unit tests related to guided reports.
It is needed now that there are more options available.
It also fixes a wrong 'savedsql' key (should be 'sql') that
caused the tests to print warnings.

This patch teaches C4::Reports::Guided::execute_query()
how to accept a list of query parameter values. It then
follows-up on the main patch by simplifying how it converts
report parameters to a complete SQL query, and removes the
use of DBI->quote() and complicated regexes.
To test:
[1] Verify that using the OPAC svc/report service with
sql_params continues to work.
[2] Verify that there are no regressions with running
reports from the staff interface, both via the web
service and the reports interface.
[3] Verify that prove -v /db_dependent/Reports_Guided.t passes.

As with commit 8f933bc04, Perl 5.14's support for array and hash
container functions accepting hashrefs and arrayrefs is a syntax
error in Perl 5.10.
To test:
Verify that t/db_dependent/Reports_Guided.t passes when run under
a Perl version older than 5.14.

1/ delete_report should return undef is no parameter is given.
2/ delete_report returns the number of affected rows.

The test are wrapped in a transaction.
Note : The last test (in comment) currently doesn't pass because it
needs some modifications of delete_report.
To test:

All tests successful.

This moves the DB-requiring tests out of the way, with the exception of
00-load.t which is used by the git hooks. For it, it makes it skip
loading problematic modules. This allows 'make test' to complete successfully
without a database configured, wich is a required part of making packages.
This has been tested against the v3.02.03 tag and the master branch.
