31eaffcb04 #1485 saving issuingrules 
lot of bugs to fix...
- a foreign key on patron category is stupid as we have a wildcard
- having a wildcard on itemtype is useless, removing it in template
- reindenting & removing some commented lines
- fixing some SQL bugs (insert/update lines)

7ec8571d88 #668 cancel reserve on checkout does not work 
The reserve was cancelled only under certain circumstances (depending on reserve status)
cancelling everytime.

897de14016 Acquisition minor improvements 
Fixing a SQL bug hdl introduced yesterday when updating queries & that I missed when reviewing them.
changing the look of the basket & parcel by adding & moving some link

The goal is to have the same kind of lists & links everywhere. (Will continue on monday)

d53e1d3343 Bug FIXING : Some SQL queries had an old SQL 4.1 form. 
Fixing it with LEFT JOIN.

MUST Be CAUTIOUS about biblioitems numbers.
Does a biblio have one and only one biblioitem ?
I took this for granted. But maybe it is not supposed to be so.

d00600c373 BUG FIXING + Modification in API for DelIssue 
DelIssue now takes in a reference hash of data to delete (serialid, subscriptionid and serialseq are required)
DelIssue now delete one peculiar serialid and doesnot proceed only on serialseq any longer.

401dce8971 Various random noodlings: - Visual changes to circ, detail, request, and member pages. Fixed checkouts/reserves tabs on circulation.tmpl. Moved new form-layout CSS into staff-global.css and generalized it for wider use. Refined patron details sidebar for use on circulation.tmpl

a3a4bfc5e6 IMPROVEMENT : reintroducing stopwords management 
Zebra (and NoZebra) doesn't deal with stopwords.
It search the exact string the user types.
This commit :
- reintroduces stopword management script that was in 2.2
- add stopword management to Zebra & NoZebra searches.

PS : fortunatly, the stopwords table was not removed by updatedatabase, so nothing to do here.
(& the table is in kohastructure.sql)

Those subs were no more useful, the template didn't use them.
No hardcoding strings in .pl & .pm pls, we can't translate them.
