A grep on the stylesheet names revealed that similar code was used in those
template files.
This patch moves the code from doc-head-close.inc to a new include file.
Now, doc-head-close and the help templates refer to that one file.
Test plan:
If you tested the preceding two patches, now you only need to:
1) Check included css via page source in browser from staff main page.
2) Check it also from some other location.
3) Check again from Help: e.g. /cgi-bin/koha/help.pl
4) Check again from Edit Help: /cgi-bin/koha/edithelp.pl

This patch removes the TinyMCE library from its language-specific
location and puts it in intranet-tmpl/lib. The most recent version
of TinyMCE is used, and the files added have been limited to
those required for proper functionality of the editor.
Files omitted: documentation, examples, unused plugins.
To test, visit each page which uses the TinyMCE editor: News
editing (tools/koha-news.pl), library editing (admin/branches.pl),
and online help editing (help/edithelp.pl). The editor should
look and function as before.

Corrected authorship and date
This patch replaces the XHTML DOCTYPE with an HTML5 one. The HTML5
validator seems to be significantly different than the XHTML one,
so I'm seeing lots of new errors. This patch includes corrections
for one: Deprecation of the "language" attribute of <script>
tags.
To test, view pages in the OPAC and staff client. They should
appear as normal. Numerous validation follow-ups will be required,
but I suggest these be handled incrementally.

- Increases the width of the editor to fill the space provided
- Adjusts the layout of the toolbars to better fit the space
- Adds a custom editor stylesheet to make the contents of the
editor better match the expected output
In changing the toolbar configuration I chose to make the display
of each button explicit rather than assuming a default set of
buttons and adding or subtracting from that. I think this is
clearer for someone approaching the configuration trying to under-
stand how buttons are displayed. I also chose to use the
shorthand "|" instead of "separator" for brevity. This last change
is the only one made to the edithelp configuration.

fixing help pages editing, and so could be applied before or after it.
