When a hold is placed on an item where the pickup location is
different than the holding library, Koha initiates a branch
transfer for that item to fill that hold when items is run through
the returns system.
If the item is then run through returns a second time, the system is
supposed to close that transfer as a 'wrongtransfer', and open a new
transfer with the same from and to branches as the original.
The problem is that the original transfer is closed, but the new
transfer is not created. This is because at some point, someone
replaced the template variable WrongTransfer, which had previously
contained the branchcode for the library to transfer to, with the
full name of the library instead ( I assume to make a look nicer ).
Solved by removing the line that was changing the variable contents
from the branchcode to the branch name, and adding a new TT filter,
KohaBranchName that functions in the same way as KohaDates, except
it takes a branchcode and returns the branch name for the given
branchcode.
The consequence of this, is the the name of the library is passed to updateWrongTransfer instead of the branchcode, causing the failure.

Implements cache handlers for Memcached, mmap shared-file persistent,
and in-process memory caches. If CHI is unavailable, Koha::Cache::Memcached
will fall back to using Cache::Memcached::Fast, or caching will be skipped
without croaking.
To test: run t/Cache.t with the following options, before and after
installing CHI:

generate a DOM filter Zebra index config from a GRS-1 config
Given a Zebra record.abs file containing a set of index definitions for
Zebra's GRS-1 filter, write an equivalent DOM filter configuration.
To generate the XSLT that is to be used by Zebra, run something like
the following on the output of this utility:
xsltproc ZEBRA_CFG_DIR/xsl/koha-indexdefs-to-zebra.xsl \
biblio-koha-indexdefs.xml \
> ZEBRA_CFG_DIR/marc_defs/marc21/biblios/biblio-zebra-indexdefs.xsl
The above example assumes that the output of the program was named
biblio-koha-indexdefs.xsl.
This commit also introduces Koha::Indexer::Utils, a new package for
misceallenous routines that support Koha's indexing definitions.

This patch introduces some new features for caching system:
* the type of caching is retrieved from ENV variable in httpd configuration if not forced when the ->new() is called.
* if $ENV{DEBUG} is ON, you'll have feedback when something is set or read from cache
* the Koha::Cache->is_cache_active is now available and will return 1 if there is a caching system available. It's a replacement for C4::Context->ismemcached
* fixes the mistake for debug/compress_threshold and expire_time parameters
The 2 report web service modules have been updated to use this new API

Note that in order to test Koha::Cache you must export the environment variable
MEMCACHED_SERVERS. For example:

- Go on the page: tools > Patrons modification (modborrowers.pl)
- Enter a list of cardnumbers (or use a file)
- Modify one or more patron's fields (you can modify surname, firstname,
branchname, category, sort1, sort2, date of enrollment, date of expiry,
debarred date, debarred comment and borrower note)
- Save
- Check on the result page (or in database for non-displayed fields) if
modifications have been correctly made.
- re test with different attributes. For each attributes filled with an
authorized value category, you can select a value in a drop-down list.
Else it's a free input text. If your attribute is filled with a patron
category, the modification performs only on patrons belonging to this
category

If durations are calculated by subtraction they will use units
larger than those we care about and these are not convertable
to the smaller units we are attempting to enumerate
Use the appropriate delta methods to calculate theee fines

This should strictly be checking opening hours (of which
closed days are a special case) of the relevant branch

If the book is due at 23:59 the due time is irrelevant
and potentially confusing to the user add a DateUtils
routine that strips that off the returned display date
