Differences between circ-menu.tt and circ-menu.inc always crop up when a
new menu item is added--usually only to circ-menu.inc as happened with
Bug 9261.
Other sidebar differences are present due to differences in the patron
data passed by various patron-related script to their templates. This
patch also irons out some of these inconsistencies.
To test, apply the patch and check out to a patron whose record has more
than just basic data: othername, country, patron attributes, street
number, road types, etc. View the following pages and compare the patron
data and visible tabs to confirm that they match:

The only difference I've found which is not fixed by this patch is the
display of extended patron attributes in the sidebar of moremember.pl.
This is a piecemeal fix for a problem which really deserves a
centralized solution, but at least it gets us back to consistency for
the moment.

Since we switched to Template Toolkit we don't need to stick with the
sufix we used for HTML::Template::Pro.
This patch changes the occurences of '.tmpl' in favour of '.tt'.
To test:
- Apply the patch
- Install koha, and verify that every page can be accesed

This patch makes shure that mancredit.pl, maninvoice.pl and pay.pl passes the value "finesview=1" that makes the tab active.
Test plan:
1) Go to a library user and the fines tab. Note that the "Fines" tab loses it's highlight when you click "Pay fines", "Create manual invoice" and "Create manual credit".
2) Install the patch.
3) Redo the first step and make shure that the left menu tab "Fines" is now highlighted all the time.

Works as advertised, no regression found on the rest of the tabs.
Adds new sub-permissions to updatecharges, 'writeoff' for writing off
fees and 'remaining_permissions' for all other fee related activites.
Test plan:
1) Apply patch
2) Run updatedatabase.pl
3) Remove the 'writeoff' permission from your privileges
4) Attempt to write off a fee, you should not be able to
5) Re-add the 'writeoff' permission
6) Attempt to write off a fee, you should now be able to do so

The routing list tab displays on patron pages even if the RoutingSerials
preference is OFF. Display of the tab should be conditional on that pref
being turned on.
This patch adds a check for the RoutingSerials preference to the menu
include files and amends the affected scripts to make the variable
available on the pages where those includes are used.
To test, view the following pages with RoutingSerials both on and off.
The routing list tab should be shown and hidden accordingly:
- Circulation
- Patron details
- Patron fines
- Pay fines
- Pay amount/selected (click from the Pay fines page)
- Create manual invoice
- Create manual credit
- Patron circulation history
- Patron modification log
- Patron notices
- Patron routing lists
- Patron statistics
- Patron files
- Patron permissions
- Set patron password
- "Can't delete patron" page (try to delete a patron with checkouts).

The subroutines writeoff() and get_writeoff_sth() (and the two package
variables $writeoff_sth and $add_writeoff_sth) defined in members/pay.pl
are not used at all.
To test:
1) View members/pay.pl by looking at the record of a patron who has
at least seven fines/fees and clicking the "Pay fines" tab after
clicking the "Fines" tab on the left side
2) Write off a single item in the table on members/pay.pl using the
button labelled "Write off"
3) Pay a single fine by clicking the "Pay" button
4) Pay a portion of a fine by selecting a checkbox on one of the lines
in the table and clicking the "Pay amount" button
5) Select two lines in the table and click the "Pay selected" button
6) Write off all remaining fines
If all your actions show up in the table on the Account tab, this patch
works.

NOTE: After applying the patch I got following errors in members/pay.pl:

Now the patch worked as expected.

for each fine being written off, rather than the original amount owed.

Tested all three patches together and was able to write off single
and multiple fines and the data was correct in the stats table.
Currently, the subroutine writeoff lives in pay.pl, which
is a violation of the Koha coding guidelines, as it writes
to the database. This commit restructures and moves writeoff
to C4::Accounts::WriteOff(), and modifies pay.pl to use it.

Show patron attributes in the sidebar on circ and patron pages
[Edit from Owen Leonard: This patch takes changes originally in
Bug 5436 and isolates just the parts relating to display of
patron attributes. Because function for pulling patron attributes
was merged with the function for displaying address information
in SetMemberInfosInTemplate() (also found in Bug 5749), I moved
the call to GetBorrowerAttributes into the individual scripts.
That keeps the functionality relating specifically to patron
attributes separate from the proposed changes to displaying
addresses.
Because I think it's important to keep the display consistent,
I added display of patron attributes to all pages which include
the patron information sidebar.]

Bug 3498 - Documentation update to explain what every button does.
Help file updated to the following:
Pay and Writeoff Fines
Each line item can be paid in full, partially paid, or written off.
Pay a fine in full
Click "Pay" next to the fine you want to pay in full
The full amount of the fine will be populated for you in the "Collect From Patron" box
Click "Confirm"
The fine will be removed from outstanding fines, and displayed as fully paid.
Pay a partial fine
Click "Pay" next to the fine you want to partially pay
Enter the amount you are collecting from the patron in the "Collect From Patron" box
Click "Confirm"
The fine will be updated to show the original Amount, and the current Amount Outstanding
Writeoff a single fine
Click "Writeoff" next to the fine you wish to writeoff.
The fine will be removed from outstanding fines, and displayed as fully paid.
Pay an amount towards all fines
Click the "Pay Amount" button
Enter the amount you are collecting from the patron in "Collect from Patron." The sum of all fines is shown in "Total Amount Outstanding"
Click "Confirm"
The fine totals will be updated with the payment applied to oldest fines first.
Writeoff All fines
Click the "Writeoff All" button
All fines will be removed from outstanding fines, and displayed as written off.
Pay Selected fines
Check the selection boxes next to the fines you wish to pay, click "Pay Selected"
Enter an amount to pay towards the fines.

The WHERE in this statement selected a bunch of different accounttypes, mostly legacy items.
But for sub writeoff to be called in the first place, it must have been an account with a
positive amountoustanding already, and we have the borrowernumber and accountnumber, so this
WHERE was un-needed, and prevented writeoff of locally-defined manual invoice types.

- pay.pl fixed, the librarian can see patron fines & mark them paid
- fines2.pl fixed, the script now calculate the fines correctly from the finerules :
* itemtype / patron category if it exist
* itemtype / default if needed
- renamed misc/fines.pl as fines-sanop.pl
- added 2 systempreferences:
* MaxFine: the max amount a patron can be charged for an item
* NoReturnSetLost: how many days of late before a non returned item is marked lost & the patron charged for the full cost of replacement
(those values where hardcoded in fines2.pl
- C4/Circulation/Fines.pm has been removed (unused duplicate of C4/Overdues)
Note that SANOP feature about notify levels have NOT been ported here. I think they are too specific now, and the code is poorly written
I've renammed fines.pl to fines-sanop.pl to point that it is specific.
Thus, all notify_id related features are not used by anything (and always 0)
Can be interesting to reintroduce them, but that will probably be a large work...

Abiding by Name Convention.
Using Members wherever it should be used.
Borrower is only used for borrower Categories.
+ GetBorrowersWhoHaveNeverBorrowed
and lists like that.
So this implies quite a change for files.
Sorry about conflicts which will be caused.
directory Interface::CGI should now be dropped.
I noticed that many scripts (reports ones, but also some circ/stats.pl or opac-topissues) still use Date::Manip.
