This patch adds a new tab to the patron side menu for purchase
suggestions. From this new tab, a librarian can view the patron's
existing purchase suggestios and also create new suggestions in the
name of that patron.
Test Plan:
1) Apply patch
2) Ensure the system preference 'suggestions' is enabled
3) View the details for a patron
4) Click the new 'Purchase suggestions' tab
5) Click the 'New purchase suggestion' button
6) Add the new purchase suggestions
7) You should now end up back at the borrower's purchase suggestions
8) Verify the new purchase suggestion was added

This patch adds classes to the patron info found on the
top left of the circulation and patron related pages to
allow for easy styling of the information displayed.
To test:
* Apply patch
* View a patron detail page and view the source on the list to the
left to see the styles
* View a checkout screen and view the source on the list to the
left with patron info to see the styles
* You could also try to style things by customizing your CSS

The routing list tab displays on patron pages even if the RoutingSerials
preference is OFF. Display of the tab should be conditional on that pref
being turned on.
This patch adds a check for the RoutingSerials preference to the menu
include files and amends the affected scripts to make the variable
available on the pages where those includes are used.
To test, view the following pages with RoutingSerials both on and off.
The routing list tab should be shown and hidden accordingly:
- Circulation
- Patron details
- Patron fines
- Pay fines
- Pay amount/selected (click from the Pay fines page)
- Create manual invoice
- Create manual credit
- Patron circulation history
- Patron modification log
- Patron notices
- Patron routing lists
- Patron statistics
- Patron files
- Patron permissions
- Set patron password
- "Can't delete patron" page (try to delete a patron with checkouts).

Add a + (or any char that would need to be encoded) to a card number of a patron with an image attached.
Go to member/moremember.pl.
If the patrons image is there, you are golden.

Ideas of enhancement:
- For some library, and some patron, the routing lists table could be
very long, and a paged table would be a plus.
- In the table, a new Vendor column.
- The possibility to sort the table entries by Title and Vendor column.

This patch adds a new 'statistics' tab in the Patron module.
For a borrower, this tab contains a table with:
- number of checkout for today
- number of checkin for today
- "precedent state", the number of checkouts the patron had yesterday on
its library card
- "actual state", the number of checkouts on the borrower card at the current date
A new syspref (StatisticsFields) contains a list of fields (separated by
pipe (|) on which the table results is based. The default value is
location|itype|ccode

- 'no address stored' is now only displayed when first and second line
of the address are empty
- added id's to all 3 possible messages so people can change or hide
them
To test:
1) Check 'no address stored' shows only up when address fields are both
empty
2) Check address is still correctly displayed
Note: make sure you check the 'checkouts' and other tabs, because there
are 2 different include files used here.

Works as advertised, doesn't affect display for non-organisational patrons.
Note: Display change in OPAC only affects the summary tab.
It would be a little bit more consistent to make the name show the
same on all tabs in OPAC patron account.

Show patron attributes in the sidebar on circ and patron pages
[Edit from Owen Leonard: This patch takes changes originally in
Bug 5436 and isolates just the parts relating to display of
patron attributes. Because function for pulling patron attributes
was merged with the function for displaying address information
in SetMemberInfosInTemplate() (also found in Bug 5749), I moved
the call to GetBorrowerAttributes into the individual scripts.
That keeps the functionality relating specifically to patron
attributes separate from the proposed changes to displaying
addresses.
Because I think it's important to keep the display consistent,
I added display of patron attributes to all pages which include
the patron information sidebar.]

Changes to notices tab to make it a full replacement for messages tab.
Removes messages tab from patron account.
- repairs view of patron address in left column (category description, branch)
- shows some explanation, when there are no messages for a borrower
- makes the notice an expandable field, a click on the subject will
expand the field to show the message content
- makes message status and message transport type translatable,
by moving the possible values into the template
- removes the messaging tab from various menus
- removes the files that were associated with the messaging tab
- preserves the line breaks in message content to improve readability
Also fixes Bug 6593 - Some information missing from the "Notices" tab.

If user can not access reports, then form to search the logs is not displayed.
It also improves the presentation.
