Some libraries would like to limit the amount of personal information a SIP server sends
to arbitrary parties on a per-login basis.
Test Plan:
1) Add a new key/value pair to one of your existing login stanzas in your SIP config file
For example: hide_fields="BD,BE,BF,PB"
2) Restart SIP
3) Send a SIP message that would normally return those fields ( in this example, a Patron Information Request )
4) Note the response has had those fields removed

As Jonathan reported on comment11, SIP/Message.t fails now.
This is a trivial fix for that. In the first case we should just no longer
expect the alert flag. In the second case it makes more sense to toggle
the value of the checked_in_ok setting.

As per request of Colin in comment18, this patch makes the use of global
variables in Message.t no longer needed.
The three subtests are now completely independent and could well be moved
to separate test scripts.
Note: Strictly speaking, the use of global (package) variables could
potentially introduce new bugs (e.g. if the value is modified outside the
script). This seems not to be the case here, but we are safe now.
Test plan:
Run the test again.

Variable $branch was not used.
Promoted some global vars to our.
Shared the branchcode between all three subtests now.
The third subtest contains all six cases mentioned in the first patch.

With this patch a parameter 'allow_empty_passwords="1" can be added to a
login in the SIP configuration file to allow the behaviour as was normal
before the patch for bug 16610 was applied. Some sip clients rely on
this behaviour sending an empty password field when they wish to
validate to user but do not have the password.
If a password is supplied it will be validated
A test has been added to Message.t to confirm this behaviour

To verify the original patch, this test shows that before applying
it the Patron Info request did not return CQ==N for an empty
password. Note that the Patron Status did btw.
After applying the original patch, the test passes for patron
info as well as status.

This patch adds a unit test for the handlers of Patron Status
and Patron Info requests. It can be extended with test for the
other handlers later (hopefully).
Note: The tests have been written for SIP protocol version 2.
Test plan:
Run t/db_dependent/SIP/Message.t.
Note: If bug 13871 has not yet been pushed, test 12 (subtest 1) should fail
with something like 'Code AF not found'. Same for test 15 of subtest 2.
That is no problem; after that push, all tests should pass.
