When loading C4::Message->{metadata} we load it as perl string in all
other cases, see e.g. the subroutine find_last_message(). In this one
case we incorrectly populate the C4::Message->{metadata} as an UTF-8
octet instead of a Perl string. This causes a problem later on because
encode_utf8 later on in the line:
YAML::XS::Load(Encode::encode_utf8($self->{metadata}));
excepts a perl string and not a UTF-8 octet (please refer to the
functions perldoc). This breaks the encoding and causes an internal
server error:
To test the error is gone:
1. Create biblio with "AE" (bugzilla doesn't let me write the real
letter here, see it in the bugzilla comments) in title
2. Enable RenewalSendNotice
3. Enable "Item checkout and renewal" message preference for patron
4. Checkout an item from biblio "AE" to patron
5. Try to renew the patron's loan and notice the renewal fails
6. Apply patch and restart plack
7. Notice renewal works now and message h's the AE letter displayed correctly

When generating the checkout notice for a patron we only update the
section in between the '---' tags
For template toolkit purposes it means we cannot affect the content
based on more than a single item. For instance, we want to add the total
cost of all items checked out.
Test Plan:
1) Add "Thank you for visiting <<branches.branchname>>." to the bottom of the checkout notice. Below the second '----'.
2) Check out an item to a patron to generate that notice
3) Note the branch name in the notice
4) Update the branch name in the branches editor, change it to something else
5) Check out a 2nd item to that patron
6) Notice the items list updated, but the branch name did not
7) Apply this patch
8) Check out a 3rd item to that patron
9) Notice the branch name updated this time

If only 1 item exist in the message, the marker is not removed.
This marker is removed by render_metadata, but this method is only
called on appending.
Test plan:
1/ Enable the CHECKIN and/or CHECKOUT notices for a patron
2/ check and item in or out and verify that the marker is no longer
displayed in the generated notices.

letter table.
Support html notices - added is_html to letter table.
Support for borrower attributes in templates.
GetPreparedletter() is the interface for compiling letters (notices).

- C4::Circulation::SendCirculationAlert() actually works
- C4::Category cleanup
- C4::ItemType cleanup
- C4::Message is a new module.
It presents yet another way to interact with the message_queue.
You can now take messages that have already been queued and modify
their contents before they're sent out.
