When the barcode is empty or invalid, an "Internal Server Error"
is triggered on the kohadev box.
TEST PLAN
---------
0) back up your database if you care about it.
1) Run the following commands:
git checkout master
git pull
git checkout -b bug_19771 origin/master
git bz apply 19771
-- This should be quite uneventful. Standard promptings.
2) Continue to run the following commands:
git checkout master
reset_all
sudo koha-shell -c bash kohadev
./misc/cronjobs/create_te_koc_db.pl --sqlite3
-- This will create a borrowers.db in your current directory.
3) On the host where you intend on running the koct install it.

download and install.
4) get the borrowers.db file to your host where you installed koct
5) point koct at the file you downloaded
Database -> Select Borrowers DB File
6) Create a .koc file with the following transactions.
check in, check out, check in (bad barcode),
pay fines (any non-zero amount).
7) Run the following commands:
restart_all
-- we want to make sure caching for plack isn't in the way.
8) In the staff client: Home -> Circulation
-> Upload offline circulation file (.koc)
9) Choose the file created and click 'Upload file'.
10) Add to offline circulation queue.
11) View pending offline circulation actions
-- This should die. Reading /var/log/koha/kohadev/plack-error.log
should be the same error as comment #0.
However, this was only the bad biblio error.
12) Run the following commands:
git checkout bug_19771
restart_all
13) Refresh staff client page.
-- it should all come up.
14) Select the bad biblio line, and delete it.
15) Run the following commands:

restart_all
16) Refresh the staff client page.
-- it should die. Same error as comment #0.
This confirms the fine payment issue.

GetMember returned a patron given a borrowernumber, cardnumber or
userid.
All of these 3 attributes are defined as a unique key at the DB level
and so we can use Koha::Patrons->find to replace this subroutine.
Additionaly GetMember set category_type and description.

The subroutine C4::Biblio::GetBiblioFromItemNumber was wrong for several
reasons:
- badly named, we can get biblio info from a barcode
- SELECT * from items, biblio and biblioitems
makes things hard to follow and debug, we never know where do come from
the value we display
- sometimes called only for trivial information such as biblionumber,
author or title
This patchset suggests to replace it with calls to:
- Koha::Items->find for item's info
- $item->biblio for biblio's info
- $item->biblio->biblioitem for biblioitem's info
Test plan:
Item's info should correctly be displayed on the following pages:
- circulation history
- transfer book
- checkin
- waiting holds
QA will check the other changes reading the code, it's trivial

Same as previously.
For these files it's a bit less obvious.
To make sure these changes won't introduce any regression, check that
the variable returned by GetMember is never used to get something
else than a borrower fields.
The 'flags' should not be get neither.
For opac-user.tt it's different, other keys are got but there are defined
in the pl script.
On the way:
- 'showname' is removed (never used)
- fix scope var issue in opac-user.tt (BORROWER_INF.OPACPatronDetails vs
OPACPatronDetails)

Since we switched to Template Toolkit we don't need to stick with the
sufix we used for HTML::Template::Pro.
This patch changes the occurences of '.tmpl' in favour of '.tt'.
To test:
- Apply the patch
- Install koha, and verify that every page can be accesed

The primary advantage to the Firefox offline cirulation plugin when compared
to the offline circulation desktop application, is the ability to add offline
circulation actions to a queue so that multiple machines running offline
circ can have their circ actions combined and ordered chronologically before
being executed. This commit adds the ability to put actions from uploaded
KOC files into this queue. In this way, both the FF plugina and the desktop
application can be run side by side with no ill effects.

Note that process_koc.pl and updatedatabase are not related to this bug, but the FSF address was wrong, I fixed it as well
Offline circ : You now can upload all offline files from the Firefox extension.
Once all circ desks have uploaded the file, the librarian can apply all of them, sorted by date.
This avoid the problem of someone issuing an item on desk A, returning it on desk B.
Before this improvement, if desk B uploaded the file before A, the return was applied before the issue,
resulting in the items reamining issued.
